ADVERTISEMENT FOR BIDS Borough of Old Tappan Bergen County New Jersey Public Notice is hereby given that sealed bids will be received by the Borough of Old Tappan in the County of Bergen for the furnishing of the hereinafter described labor, material and equipment for Renovation of the Old Tappan Senior Center, and opened and read in public in the Borough of Old Tappan Municipal Building, 227 Old Tappan Road, Old Tappan, N.J. 07675 on December 20, 2012 at 10:00 am. Bidding Documents may be examined at the Borough of Old Tappan Municipal Building, 227 Old Tappan Road, Old Tappan, N.J. 07675, during business hours, 8:30 Am to 4 PM. A copy thereof may be procured after November 15, 2012, at the Borough of Old Tappan Municipal Building for the purpose of bidding. A non-refundable payment in cash or check to the order of the Borough of Old Tappan in the sum of $100.00 is required. Additional bidding sets can be purchased for the sum of $100.00. Pre-Bid Conference will be at the Project Site, 247 Old Tappan Road, Old Tappan, N.J. on December 6, 2012 at 9:00am. Prospective Bidders are encouraged to make site visits prior to submitting bid proposals. The Borough of Old Tappan reserves the right to reject any bid that does not conform to the Contract Documents. Bids must be made on standard proposal forms in the manner designated by the specifications; must be enclosed in sealed envelopes bearing the name and address of the bidder, the contract being bid indicated on the outside thereof; and addressed and delivered to the Borough of Old Tappan Municipal Building, 227 Old Tappan Road, Old Tappan, N.J. 07675 . The Contracts will be awarded to the lowest responsible bidders. The Borough of Old Tappan reserves the right to reject any and all bids within the parameters of external law, and to waive non-material informalities in any bid in such a manner as shall, in the judgment of the Borough of Old Tappan, be deemed in the best interest of the Borough, all in conformity with the law. All bidders are placed on notice that they are required to comply with all requirements of P.L. 1975, Chapter 127 regarding Affirmative Action, Executive Order 11246 regarding Equal Employment Opportunity and Chapter 33, Laws of 1977 regarding disclosure of Partners and Stockholders. All contracts and subcontracts for construction or purchase or materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to the lower income residents of the project area and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women’s Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds.
