The conference this week comes at a busy time for our organization as we face several challenges over the next few months. Between the appropriations process, a 2016 WRDA, and an election, there is plenty to focus on in DC. Closer to home, we are busy with preparations for the upcoming extended lock closure, digesting the impact of the BiOp court ruling, working with federal partners on the regulatory process and addressing the annual challenges related to maintenance dredging of our coastal and river ports. It is a busy and exciting time here in the Northwest. The skill and expertise to address challenges and opportunities like these are what define our organization, and what enable us be so successful year after year. PNWA is a powerful group, because of our supportive, engaged members and I am honored to serve as your President. I look forward to partnering with you to continue supporting projects and policies that deliver environmental and economic benefits for our region and the nation. I would like to sincerely thank the Port of Walla Walla Commission and staff who have been incredibly helpful in making this event possible. This year’s conference is something of a homecoming for PNWA, and a celebration of our roots. The Inland Empire Waterways Association (IEWA), PNWA’s founding organization, was started in Walla Walla in 1934 and was based here for many years. In 1971, IEWA absorbed a Puget Sound and Oregon coast group and became the PNWA you know today. Since then, we have grown considerably in our membership and the issues we cover. PNWA proudly represents members from the inland empire to the Oregon Coast, and north through Puget Sound to the Canadian border. Your participation and collaborative spirit help us bring together agriculture, shipping, port, labor and energy interests together to provide one regional voice in support of economic development in the Northwest. If you joined us in March at the Mission to Washington, you know we have created a new logo highlighting our Northwest heritage. I can think of no better place to roll it out than here, at the birthplace of our association. This new look is meant to express our membership’s Northwest heritage, while keeping the professional look for which we are known. As we prepare to celebrate our updated image, we thought you might like to see a collection of our past and present identities from the last 82 years! 1934 - 1971 This letterhead shows PNWA’s logo from when we were still the Inland Empire Waterways Association. As the logo shows, we were based in Walla Walla at the time.

PNWA Introduces a New Look in 2016!

In 1971, the Inland Empire Waterways Association and the Northwest Rivers and Harbors Congress merged to form the Pacific Northwest Waterways Association. The expansion brought Puget Sound and coastal members together with the inland river groups to be the organization you are all a part of today.

In a series of iterations, updated in 1981, 1993 and 2000, this logo was used for our association until 2005. It made use of a stylized version of mountain and water elements.

The last redesign was in 2005. It dropped the elements of the rivers and mountains in favor of a stylized capital building. The goal was to emphasize PNWA’s federal presence and the work we do in DC.

Our new logo is modern, yet references the logos from the original two groups that merged to form PNWA. The picturesque mountain, tree and water scene refers to PNWA’s respect for the environment and our Northwest focus. The ship ties back to the logos of our founding organizations. The all-caps font is classic and comfortable, works well in small formats like co-branded marketing, and reads easily in internet and social media formats. The navy blue matches PNWA’s most recent logo, and the turquoise adds interest. The logo works equally well in color and black & white.

Welcome New Members! Ecological Land Services, Inc. (ELS) Ecological Land Services, Inc. (ELS) joined PNWA earlier this year. With offices in Longview, at the Port of Camas-Washougal and the Port of Bremerton, ELS acquires federal, state, and local permits for port development and marine projects. Services include wetland determination, delineation, mitigation and mitigation banking; permitting for dredging, marine terminals, and port facilities maintenance; critical areas studies; biological assessments and evaluations for ESA compliance; habitat inventories and wildlife and botanical surveys; ordinary high water mark determination; shoreline determination and permitting; aquatic surveys; stormwater and erosion control; agricultural oversight and strategic property management; expertise witness for shoreline substantial development and conditional use permits and defense against appeals. Notable recent ELS projects include the Columbia River Carbonates Marine Terminal in Woodland and the Port of Chehalis Regional General Permit #9 for Industrial Development (first of its kind for the Seattle District Army Corps of Engineers). Within PNWA, ELS is represented by Francis Naglich, Senior Wetland Biologist and Principal at the firm. Willamette Falls Locks Working Group Supported by the Willamette Falls Heritage Foundation, the Willamette Falls Locks Working Group aims to lead efforts with the U.S. Army Corps of Engineers to repair and reopen the Locks to full operational status for river travel. The Willamette Falls Locks Working Group is comprised of county, city and regional government officials, local business leaders and non-profit organizations who have signed resolutions supporting the repair and reopening of the Locks. The organization is supported primarily by the One Willamette River Coalition, the Willamette Falls Heritage Foundation, Clackamas County, Oregon’s Metro Regional Government, the City of West Linn, and other interested stakeholders such as Portland General Electric, the National Trust for Historic Preservation, the cities of Oregon City, Milwaukie and Wilsonville, and businesses that rely on the river. The PNWA representative is Gary Schmidt, Director of Public & Government Affairs for Clackamas County.

Their staff offers proven expertise in public involvement processes, meeting facilitation, strategic planning, facility siting, and funding initiatives. They have completed hundreds of assignments throughout the Pacific Northwest. Within PNWA, the firm is represented by Senior Associate Ken O'Hollaren.

Columbia River Crab Fisherman’s Association The Columbia River Crab Fisherman’s Association is proud to become an active part of PNWA and to help protect Pacific Northwest jobs dependent on water commerce. CRCFA is a natural resource based fishing organization whose members rely on access to sustainable fish, healthy water quality, and ecosystem functions to support abundant sustainable fishery harvest. CRCFA supports maintaining and protecting maritime infrastructure and understands the benefits properly maintained navigation channels provide for the region. CRCFA is represented at PNWA by Dale Beasley.

Jeff Ament is a Project Manager in the Planning, Programs and Project Management Division of the Portland District. He assumed this position in April 2012. He is currently the Project Manager for The Dalles 2016-17 Extended Navigation Lock Outage. In 1983, he earned a BS degree in Electrical Engineering Technology from University of Pittsburgh at Johnstown. Upon graduation, he worked for General Dynamics designing test equipment for Stinger Missile System. In 1995 he earned a MS degree in Civil Engineering with an emphasis in Structural Engineering from California State University, Fullerton. Upon graduation he worked for two small consulting firms designing sawmills. Jeff began his career with the Corps in September 2000 as a Structural Engineer in the Structural and Architectural Design Section at Portland District, performing structural design on projects like the Cougar temperature control tower. Jeff progressed into a Technical Lead position within the Structural and Architectural Design Section. He led teams that designed and built, among others, The Dalles Spillwall, The Dalles Navigation Lock Miter Gate Replacement, and Foster Adult Fish Facility. Jeff currently serves as a Project Manager leading teams like The Dalles 2016-17 Extended Navigation Lock Outage, and Detroit Temperature Control and Downstream Passage. He is a registered professional civil engineer in the states of Oregon and California and a member of the Structural Engineers Association of Oregon.

In 1974, he permanently relocated to the Pacific Northwest where he was employed continuously in the tug and barge industry for 16 years. From 1980 to 1990 he worked as a captain on towing vessels on the Columbia/Willamette/Snake River system. He has a wide range of experience on various types of towing vessels but the majority of those years were spent on grain barge tows between Portland, OR and Lewiston, ID. For the last 26 years, Paul has been a Columbia River Pilot. As a member of the Columbia River Pilots (COLRIP) he served two years as Treasurer and was Vice President in 1999. He was re-elected as Vice President in 2006. Shortly afterwards he became President and served continuously in that position through 2014. He was also deeply involved in developing COLRIP’s AIS-based navigation system and continues to work on improvements to that system. He is currently the President of the Pacific Northwest Waterways Association, is a past Chairman of the Lower Columbia Region Harbor Safety Committee and has served on a variety of industry related boards and committees. Paul is married to a sailor, Della, one of the first women to graduate from Kings Point Merchant Marine Academy. He has 3 adult children and lives in Vancouver, WA.

Mr. Donahue is a Civil/Structural Engineer with over 25 years of experience in engineering research, remote field operations, construction management and design consulting. He has a broad background in structural, geotechnical and environmental engineering with project experience in cold region logistics and construction, marine and waterfront earthquake resistant design, underwater structural inspection, Superfund site closure, landfill construction, water resource management, project scheduling, cost estimating, permitting and conflict resolution. Mr. Donahue has been charged with lead and supervisory responsibilities for many of these projects with several under adverse conditions in an international setting. Mr. Donahue is also a commercial diver and is certified by the Association of Diving Contractors International (ADCI).

Walt first helped NW towboat companies in the early 1980s, when major water resource development changes were proposed and debated. He and his clients first opposed and then helped shape elements of the landmark 1986 Water Resources Development Act which imposed for the first time various cost-sharing elements for water projects. He began helping PNW ports shortly thereafter, and has helped port clients ever since. As a member of the business group at Schwabe, Williamson & Wyatt, Walt has helped ports solve a wide variety of issues, often in the regulatory or legislative arenas. He is part of a Schwabe team that specializes in admiralty, environmental, land use, condemnation, construction, real estate and waterfront development for port and water-related clients throughout the Northwest. Throughout, he has worked with officials in the Corps of Engineers at the District, Division and Headquarters levels on behalf of waterfront and water-based entities. Walt has both formed and participated in coalition and association efforts to shape water policy initiatives (and to oppose, from time to time, some misguided proposals). Working with the Corps, he also has helped to secure special legislation to obtain needed permits and to access various government programs.

Rick Finn, Federal Affairs Manager, Port of Portland

In that position, he advocates for the Port’s federal interests within the U.S. Congress and Executive Branch. Before joining the Port of Portland, Rick served as the Senior Country Director for Korea in the Office of the Secretary of Defense in Washington, D.C. He provided analysis and recommendations on the wide range of security matters that concern the United States on the Korean Peninsula. Beginning in 1981, Rick served on the professional staff of the Senate Armed Services Committee. During his 14 years on the Committee staff, Rick assisted three different Chairmen of the Committee—Senators John Tower, Barry Goldwater, and Sam Nunn. His responsibilities included several international security issues. Rick also worked on the Committee’s three-year project (1983-1986) to reorganize the Defense Department, which culminated in the GoldwaterNichols Department of Defense Reorganization Act of 1986.

He primarily focuses on project development, forecasting and export logistical coordination. Greg also leads BNSF’s agricultural community engagement programs including the BNSF Regional Ombudsman Program, the Ag Rail Business Council and numerous other local, regional and national outreach efforts. In addition, he serves as a member of the Surface Transportation Board’s National Rail Car Council and on the Portland, Oregon based Wheat Marketing Center Board of Directors. Greg began his railroad career in 1991 as a Grain Specialist with BNSF at its Fort Worth, Texas headquarters. He re-located to the Portland area in 1993 to manage BNSF’s Pacific Northwest export grain business portfolio. After graduation from the University of Iowa in 1980, Greg began his professional career as a grain merchant at CGF Grain in Topeka, Kansas. He later served in several wheat trading and transportation related positions with United Grain in Portland, Oregon prior to joining BNSF. Greg and his wife Ayse, reside in Beaverton, Oregon.

Randy serves on the Boards of the Benton-Franklin Good Roads Association, Washington Public Ports Association, Pacific Northwest Waterways Association, the state Community Economic Revitalization Board (CERB), and serves as an Ex-Officio member of the Tri-Cities and Pasco Chambers of Commerce. Randy is a Tri-City native. He is married to Anette Hayden, a nurse at the Hospice House, and they have three children, Noah (15), Tove (13) and Magnus (11). They spend a lot of time with kids’ sports and dance activities and enjoy camping and biking.

Before being named Director, Hester served as the Port’s Property Development and Project Manager since 2007. Jay is a native of Sunnyside. His community involvement includes leadership roles in Sunnyside Day Break Rotary and a position on the executive board of the Yakima County Development Association. He served four years in the United States Air Force and returned to Sunnyside with a degree in Business Management. Jay and his wife Tiffanie have two children, Addison (10) and Owen (7). Eric Johnson was appointed Executive Director of the Washington Public Ports Association effective January 2009. Eric is also responsible for directing the day-to-day operations of the Association, including administration, budget, communications, policy and strategic planning functions. Eric Johnson joined the Washington Public Ports Association in 1988 as the Environmental Affairs Director. Then in December of 2006, he was promoted to Deputy Director. Eric received a Bachelor's degree in biology and political science from Pacific Lutheran University. Harold E. (Hal) Thomas was appointed in October 2014 to the position of Asset Manager, Operations Division, for the U.S. Army Corps of Engineers, Walla Walla District. Mr. Thomas supports the District Commander, the Chief, Operations Division, and the operating projects. He provides assistance, guidance and liaison with Division and USACE Headquarters on the long term asset planning and management of six multipurpose hydroelectric projects; five navigation locks; fish passage, collection and transport facilities; two flood damage reduction projects; two levee protection systems; and 66,700 acres of project lands available for public recreation, wildlife habitat, wildlife mitigation, and water-related industrial development. Mr. Thomas also provides Operations contingency and emergency planning assistance and liaison with the Readiness Office.

In 1973, Mr. Thomas graduated from the University of Washington, Seattle, with a Bachelor of Science degree in mechanical engineering. He also earned a Master of Science degree in mechanical engineering from the University of Colorado in 1978 and a Masters of Arts degree in strategic/international studies from the Naval War College in 1991. He is a Registered Professional Engineer in Washington State and Virginia. Mr. Thomas served as a Surface Warfare Officer on Navy Fleet units and subsequently began his facilities career with the U.S. Navy Civil Engineer Corps where served in various positions of increasing responsibility and challenge around the world. He transitioned to the private sector construction industry and in 1996 moved to Walla Walla, where he served as the City’s Public Works Director. He started work with the Walla Walla District in 2008, serving as the Operations Division Business Line Manager. He was requested to help support overseas Navy facilities operations and temporarily transferred in 2011 to the European Division of the Naval Facilities Engineering Command as Director of Engineering and Construction for NATO/US. Navy in Sigonella, Sicily supporting special operations deployments in the Africa/Middle East theaters. He returned to the Walla Walla District in October 2014. Commendations accorded Mr. Thomas include numerous military awards and US Army civilian service performance awards. Mr. Thomas enjoys sailing, travelling, and building things. Michael Titone is the CFO and Industry Liaison for the Columbia River Bar Pilots (CRBP). He participates in all aspects of administrative and operational management for this group of state licensed pilots. Michael provides financial oversight for $20,000,000 of transportation assets, which include two ocean going pilot boats and a helicopter. The Columbia River Bar Pilots guide ocean going vessels between the Pacific Ocean and Astoria Oregon. Michael has over 25 years of maritime management experience. Prior to joining the Columbia River Bar Pilots in 2014, Michael was the Executive Director of the Mississippi River Maritime Association for 15 years. He came to the Pacific Northwest as the Executive Director of the Columbia River Steamship Operators Association in 2012. Michael served as CFO of the Gulf Services Group for 7 years in the 1990’s. These 9 corporate entities provided stevedoring and logistical services in the Ports of Baton Rouge, New Orleans and Lake Charles. The Wine Alliance is a non-profit membership organization consisting of winery, wine grape grower and affiliate members. Founded in 2001, the Wine Alliance’s mission is to market and promote the Walla Walla Valley wine region and industry. Under Duane’s leadership, the Wine Alliance has continued to help the Walla Walla Valley maintain recognition as Washington State’s leading wine region, both in terms of number of wineries and recognition. PNWA is honored to recognize our Distinguished Service Award Winners!

Jim Kuntz Jim Kuntz joined the Port of Walla Walla first as their Airport Manager in 1989 and in 1990 as the Executive Director until 2016. During his tenure as Executive Director, several economic development projects made a difference in the economic vitality of Walla Walla County and Southeastern Washington. A few notable projects include the recruitment of Ingeniux, the Cott Corporation and the Railex Produce Distribution Center to the Walla Walla region. In 2012, Railex built the Railex Wine Services Warehouse. The 500,000 square foot climate controlled wine warehouse has capability of storing 5 million boxes of wine. Building this facility, represented a $20 million private investment and created 40 new jobs. Mr. Kuntz assisted with the transformation of the Walla Walla Regional Airport and Business Park. The transformation included a community coalition to preserve commercial air service, which resulted in a record level increase of passenger boardings in Walla Walla. Another component of the transformation, included building a new airport terminal building, rebuilding the airport’s main runway, refurbishing the airport’s aviation ramps, starting the Wine Incubator Program, remodeling dozens of buildings in the business park for small business. Today, there are 78 small businesses operation in the now branded as The Airport District.

Mr. Kuntz led the successful U.S. Highway 12 coalition with the goal to advocate transforming a dangerous two-lane to a four-lane freeway between Walla Walla and the Tri-Cities. To date over $300 million in transportation funding has been secured. Four out of six phases have been constructed, the fifth phase has been fully funded at $168 million and should be completed in 2020. Only one phase remains to be funded and constructed. Remarkable progress has been achieved since the coalition first began and the group is recognized as one of the most successful transportation advocacy groups in the state of Washington.

In 2006, the Port of Walla Walla received the “The Port of the Year Award” by the Washington Public Ports Association. The Port was recognized for its leadership ole in enhancing the economic vitality of Southeastern Washington. Mr. Kuntz received a Bachelor of Arts in Economics from Eastern Washington University and a Masters Degree in Public Administration from The Evergreen State College in Olympia.

Lt. Col. Vail was commissioned in the U.S. Army Corps of Engineers in May 1997. Prior assignments include: platoon leader, company executive officer and battalion logistics officer, 588th Engineer Battalion, and detachment leader, Engineer Support Detachment, 204th Forward Support Battalion, 4th Infantry Division, Fort Hood, Texas; and assistant operations officer, 44th Engineer Battalion, 2nd Infantry Division, and later commander of A Company, 44th Engineer Battalion, at Camp Howze, Republic of Korea.

He served as a trainer and evaluator at the National Training Center, Fort Irwin, Calif., and deployed as the Corps’ deputy Arabian Gulf Engineer for construction operations in Kuwait, Qatar, Oman, United Arab Emirates, Yemen and Bahrain. Later, as operations officer of 2nd Engineer Battalion, White Sands Missile Range, N.M., he deployed to Afghanistan during Operation Enduring Freedom. Upon redeployment, he was assigned to RAND Corporation Headquarters, Santa Monica, Calif., as an Army research fellow. His most recent assignment was in the Pentagon’s Office for the Deputy Chief of Staff for Programs, (G-8) in the Force Development Directorate, Full Dimension Protection Division.

Lt. Col. Vail earned a bachelor’s degree in engineering and environmental sciences from the University of Notre Dame, a master’s degree in environmental engineering from Missouri University of Science and Technology and a master’s degree in construction management from Texas A&M. He is a graduate of the Army Force Management Course, Command and General Staff College, and Engineer Officer Advanced and Basic courses.

His military awards and decorations include: Bronze Star Medal; five Meritorious Service Medals; five Army Commendation Medals; five Army Achievement Medals; Meritorious Unit Commendation; Army Superior Unit Award; National Defense Service Medal; Afghanistan Campaign Medal; GWOT Expeditionary and Service Medals; Korean Defense Service Medal; three Overseas Service Medals; NATO Medal; Combat Action Badge; Air Assault Badge; Parachutist Badge; Bronze Order of the DeFleury Medal; and Maj. She serves on the Board of Directors of the National Waterways Conference (NWC), the Harbors & Navigation Committee of the American Association of Port Authorities (AAPA), the Inland Water Transportation Committee of the Transportation Research Board (TRB) of the National Academy of Sciences, the Board of Directors of the Merchants Exchange of Portland, and the Freight Committee for the City of Portland. Kristin spent five years on Capitol Hill in Washington DC, where she worked for U.S. Senators Patty Murray and Bill Bradley. Prior to joining the PNWA team in 2002, she worked for several high tech and Internet firms in the Northwest. Kristin’s political experience also includes work as a legislative assistant for a N.J. State Assemblyman, briefing aide to N.J. Governor Jim Florio, and work on several campaigns around the nation. Kristin has a BA with a dual major in Political Science/History and a double major in English from Rutgers University.
