CARLOW COUNTY COUNCIL Chomhairle Chontae Cheatharlacha Planning and Development Act 2000 as amended Planning and Development Regulations 2001 as amended Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 20122018 incorporating the Carlow Town Environs Local Area Plan 2012-2018 Proposed Amendment No. 1 Notice is hereby given in accordance with Section 20(3)(a) of the Planning and Development Act 2000 as amended and Article 14E of the Planning and Development (Strategic Environmental Assessment) Regulations 2004 - 2011 that Carlow County Council proposes to amend the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018 (Amendment No. 1). The rationale for the proposed amendment to the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018 is to rezone 4 parcels of land located on the Kilkenny Road zoned as “Amenity and Open Space” to “Residential 1” zoning. The areas of the each parcel of land is as follows: Parcel No. 1 2 3 4

Area of Parcel 0.23 hectares 1.93 hectares 0.88 hectares 4.23 hectares

Pursuant to Articles 6(3) and 6(4) of the EU Habitats Directive (92/43/EEC) the Planning Authority has undertaken and prepared an Appropriate Assessment Natura Impact Report of the proposed amendment. Pursuant to the Strategic Environmental Assessment Directive (2001/42/EC) and the Planning and Development (Strategic Environmental Assessment) Regulations, 2004, S.I. no. 436/2004, as amended by S.I. no. 201/2011, the Planning Authority has also prepared an environmental report of the likely significant effects on the environment of implementing the proposed amendment to the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018. The Planning Authority has also prepared a Strategic Flood Risk Assessment Report of the proposed amendment.

A copy of the proposed amendment to the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018, the Appropriate Assessment Natura Impact Report, the SEA Environmental Report and Non-Technical Summary, and the Strategic Flood Risk Assessment Report may be inspected during normal public opening hours from Wednesday 6th May, 2015 to Friday 26th June, 2015 at the following locations from Monday to Friday (excluding Bank Holidays) during normal public opening hours:  

Carlow County Council Offices, Athy Road, Carlow Carlow Library, Tullow Street, Carlow

The proposed amendment is also available on www.carlow.ie Written submissions and observations with respect to the proposed amendment to the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018, the Appropriate Assessment Natura Impact Report, the SEA Environmental Report and Non-Technical Summary, and the Strategic Flood Risk Assessment may be made to the Planning Department, Carlow County Council, Athy Road, Carlow or e-mailed to [email protected] before 5.00pm, Friday 26th June, 2015. Children or groups or associations representing the interests of children are entitled to make submissions or observations to the proposed amendment. All submissions/observations to be clearly marked “Proposed Amendment No. 1 to the Joint Spatial Plan for the Greater Carlow Graiguecullen Urban Area 2012-2018 incorporating the Carlow Town Environs Local Area Plan 2012-2018” NB. As this is a public consultation process, submissions may be made available for public viewing and consequently personal details such as address, e-mail address, and phone number should be submitted on a separate sheet accompanying any submissions or observations.
