ANNOUNCEMENT TOWN OF HEBRON HEBRON FIRE CHIEF VACANCY The Town of Hebron is seeking applicants for the position of part-time Fire Chief. Applications from current members of the Hebron Fire Department and qualified candidates from outside the Department will be accepted. The selection process will be in accordance with the “Guidelines for Selection of Chief Officers”. Applications consist of a completed standard Hebron employment application, a statement as to why the applicant is interested in the position and a copy of the applicant’s resume of all job experience including experience in the fire service. FIRE CHIEF Position Purpose: Performs a variety of technical, administrative and supervisory work in planning and organizing fire suppression and emergency medical services to prevent or minimize the loss of life and property by fire and emergency medical conditions. The Fire Chief’s primary responsibility will be to focus on administrative duties and maintaining and improving upon the efficiency and effectiveness of all areas under his or her direction and control. This position requires that a minimum of 16 hours per week spent on administrative duties during normal business hours. Supervision: Supervision Scope: Performs complex and highly important duties requiring strong initiative and independent judgment in planning, organizing, managing, administering and conducting office operations; performs delegated responsibilities, independently initiates and executes administrative tasks according to established or formulated policies, procedures, and operational practices consistent with Town policies and NFPA and OSHA requirements. Supervision Received: Works under the general and specific direction of the Town Manager and according to established policies, procedures and practices of the Fire Department. The position is subject to review and evaluation according to the Town’s personnel policies and procedures. Supervision Given: Supervises the FF/EMT/Maintainers, Administrative Assistant to the Fire Chief, Deputy and Assistant Chiefs directly, and other department staff, officers or volunteers through subordinate officers. Job Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Most work is performed at fire stations under controlled conditions except during fire and emergency medical responses. At the fire stations work is performed in offices and in and on apparatus. The locations requiring fire suppression activities can be highly hazardous and require wearing appropriate protective gear including self-contained breathing apparatus and following specific procedures and protocols. This position initiates and has frequent contact with the public, municipal officials, State agencies and vendors. Communication is frequently in person, by telephone, correspondence and standard reports. Contact requires that all communications be conducted in a courteous, efficient and effective manner. Most communications are of a confidential nature. Most of the information processed or handled is considered subject to the public right to know; however, all information needs to be treated as confidential.

Plans, coordinates, supervises and evaluates Fire and EMS operations. Establishes policies and procedures for Fire and EMS departments in order to implement directives from the Town Manager, the Board of Selectman and state and federal mandates. Plans and implements Fire and EMS programs for the Town in order to better carry out the policies and goals, including those set forth in the Town’s Affirmative Action Plan; reviews departmental performance and effectiveness; formulates programs or policies to alleviate deficiencies. Supervises and coordinates the preparation and presentation of an annual budget for Fire and EMS departments; directs the implementation of the departments’ budgets; plans for and reviews specifications for new or replacement equipment. Responds to alarms and may direct activities at the scene of major emergencies or weather related events as required. Directs the operation of departmental training activities. Controls the expenditure of departmental appropriations. Handles grievances, maintains departmental discipline and the conduct and general behavior of assigned personnel. Prepares and submits reports to the Town Manager regarding the departments’ activities and prepares a variety of other reports as appropriate, including the annual report of activities. Plans departmental operation with respect to equipment, apparatus, and personnel; supervises the implementation of such plans. Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for and recommends the purchase of new equipment and supplies. Meets with elected or appointed officials, other Fire/EMS officials, community and business representatives and the public on all aspects of the department’s activities. Attends conferences and meetings to keep abreast of current trends in the field; represents the Town Fire/EMS departments in a variety of local, state and other meetings. Serves as a member of various Fire Department committees. Works in coordination with Fire Marshal’s Office in implementing fire prevention.

The employee must occasionally lift or move up to 25 pounds and occasionally lift or move up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Minimum Required Qualifications: Education, Training and Experience: Graduation from high school or GED equivalent with specialized training in fire department administration. Nine (9) years of experience in fire and emergency medical services work, three years of which must have been equivalent to Fire Captain. Preferred certification as Fire Officer I or, Fire Services Instructor I and certification of Fire Officer I within one (1) year of appointment. Must have National Incident Management System (NIMS) certifications ICS 100, 200, 300, 400, 700 and 800 or obtain these certifications within one (1) year of appointment. Special Requirements: Must be twenty-one (21) year of age or older at the time of appointment to position. Must possess a valid State of Connecticut driver’s license without record of suspension or revocation in any state. No felony convictions or disqualifying criminal histories within the past seven years; ability to read and write the English language; and ability to meet department physical standards. Knowledge, Ability and Skill: Knowledge: Thorough knowledge of modern fire suppression and prevention and emergency medical services principles, techniques and equipment. Working knowledge of first aid and resuscitation techniques, State EMT certification preferred. Considerable knowledge of applicable laws, ordinances, departmental standard operating guidelines, procedures and regulations. Ability: Ability to train, supervise, and coordinate subordinate personnel. Ability to perform work requiring good physical condition. Ability to communicate effectively orally and in writing. Ability to exercise sound judgment in evaluating situations and in making decisions. Ability to effectively give and receive verbal and written instructions. Ability to establish and maintain effective working relationships with other employees, supervisors and the public. TOWN OF HEBRON HEBRON FIRE DEPARTMENT Guidelines for Selection of Chief Officers 1.

Chief Officers of the Hebron Fire Department will be selected from the existing membership of the Hebron Fire Department.

Prior to the selection process, the job description(s) will be reviewed and modified as deemed necessary, and approved by the Board of Selectmen.

Fire Chief Appointment: a. The Fire Chief shall be appointed by the Town Manager and confirmed by the Board of Selectmen. The Town Manager and Board of Selectmen will not be required to fill the Fire Chief position from within if no qualified members of the department apply for the Fire Chief position. The Fire Chief shall be chosen exclusively on the basis of technical and administrative qualifications, character, education, training and experience required to fulfill the requirements in accordance with the job description. The term of office will be three years, beginning on October 1 of that year, unless earlier removed for cause. b. In the event of a vacancy or the reasonable anticipation of a vacancy, the Town Manager shall inform the Board of Selectmen and reasonable notice made to the members of the department. Applications and resumes shall be solicited from the members. The application period closes 30 days after the posting date. In the event of a pre-term vacancy, the Town Manager may fill the vacancy with a permanent Chief or appoint an Interim Chief for the remainder of the term. In the event there are less than two qualified applicants from the members, the Town Manager may extend the recruitment to qualified candidates outside of the department membership, extending the application deadline appropriately. c.

Upon closing the application period, the Town Manager shall appoint a three person panel to interview all candidates. The interview panel shall consist of two fire chiefs from non-mutual aid towns, similar in size to Hebron, as well as a non-officer department member recommended by the Corporation and approved by the Town Manager. This shall be completed within fifteen days. The interview panel will make a recommendation to the Town Manager of the ranking top three candidates.

d.

The Town Manager shall interview and conduct such background verifications as he or she deems necessary. The Town Manager will consider the recommendation of the interview panel and the opinions of the members. The Town Manager will make a final recommendation to the Board of Selectmen within fifteen days. The Board of Selectmen will act upon the recommendation at its next regular meeting.

Deputy & Assistant Chief Appointments:

Upon appointment of a Chief, the Deputy and Assistant Chief(s) positions will be posted. Any current chief officer(s) may reapply, along with any qualified member in good standing. a. The Deputy and Assistant Chief(s) shall be appointed after having been selected exclusively on the basis of technical and administrative qualifications, character, education, training and experience to fulfill the requirements in accordance with the applicable job description. b. Any existing qualified member in good standing may provide the Chief with a completed application and resume. c. The Chief will consider the recommendation of a three member interview panel of senior officers or officials from other departments. The interview panel members will be appointed by the Chief and approved by the Town Manager. d. The Chief will consider the written recommendations of members and make the appointments within ten days. Appointment will be made by the Chief and approved by the Town Manager. e. In the event of a vacancy or the reasonable anticipation of a vacancy, the Fire Chief will follow the same procedures as above. f. The Chief will not be required to fill all of the positions if there are no qualified applicants. 5. Upon appointment, the Chief Officers will swear an oath before the Hebron Town Clerk and sign the oath book.
