ROLL CALL: Call to order and self-introductions. Committee bylaws specify that a quorum shall consist of a majority (7) of the number of voting memberships actually filled at that time (12); the existence of any vacancies shall not be counted for purposes of establishing a quorum. Complete Streets Assessment and Guidelines – Green 1. RECOMMEND that the TAMC Board approve draft list of complete streets projects for inclusion in the Regional Transportation Plan; and 2. DISCUSS complete streets policy and guidelines.

The Transportation Agency conducted a countywide complete streets needs assessment to inform the development of the Regional Sustainable Communities Strategy and 2014 Regional Transportation Plan. Using the findings from the needs assessment staff worked with jurisdictions and interested members of the public to develop a draft list of complete streets projects focused on improving safety and comfort for pedestrians, bicyclists and transit riders. Complete streets guidelines will include policy and best engineering practices that can be adopted by local jurisdictions to comply with California Complete Streets Legislation (AB 1358). The guidelines will also include a phasing plan of complete streets projects identified in the needs assessment and process for evaluating multimodal project alternatives. 5.

Chairman Eric Petersen called the meeting to order at 6:02 p.m. A quorum was established and self-introductions were made.

PUBLIC COMMENTS New City of Seaside Committee members Phil Yenovkian and Jan Valencia introduced themselves as the new committee member and alternate representing the City of Seaside. Mr. Yenovkian explained that he has been meeting and communicating with the County of Monterey over the past several months to address maintenance and farming impacts to the Blanco Road bike lanes constructed last year between Davis Road and the Salinas River Bridge. Mr. Yenovkian announced that he had requested that discussion item on this issue be included on the May committee agenda. Robert Garcia announced that he and a few volunteers have started a new monthly bike-riding event that is called the Salinas Bike Party. He noted that the Salinas Bike Party is a social bike event the purpose of which is to get residents to ride bikes and have fun. The Salinas Bike Party has established rules that help make the party safe and positive for riders, motorists, pedestrians, and the whole community, and which are enforced with the help of local volunteers. Mr. Garcia explained that the Salinas Bike Party ride is open to the public and is an opportunity for people from both outside and inside Monterey County to see Salinas in a positive way. Mr. Garcia concluded by saying that Salinas is our home and we should make our home welcoming to guests despite the negative reputation the City has received. More information on the Salinas Bike Party is available on the event website: www.salinasbikeparty.com. Committee member Eric Petersen announced the Salinas Valley Criterium event is scheduled on May 5, 2013, Moffett St & Vandenberg St, Salinas, C.A. He also announced the Clean Air Criterium- NCNCA Junior Criterium Championship event on June 9, 2013, Gaurdia Salinas, C.A.

Reviewed Monterey on the Move: Multimodal Mobility Plan; Recommended that staffs certify the Monterey on the Move Multimodal Mobility Plan and submit notification letter to Caltrans.

Recommended that the Transportation Agency Board adopt a support position on Assembly Bill 840, proposed by Assembly Member Tom Ammiano representing the 17th Assembly District. END OF CONSENT AGENDA

SALINAS CICLOVIA PROPOSAL The Committee received a presentation on the proposed Salinas Ciclovia event. Andy Cook noted that in March the Committee discussed the idea of planning an open streets community events as part of a future Monterey County Bike Week, and that the proposed Salinas Ciclovia event could provide a model for scheduling other events in Monterey County. Ana Ibarra and Maria Cardenas, presented on the proposed Salinas Ciclovia event possibly scheduled in August 2013. Ms. Ibarra noted that a citizens committee was formed through the Salinas Neighborhood Council and is currently planning a Ciclovia open streets event for the City of Salinas. She noted that a Ciclovia is a open-streets community event designed to promote active transportation options like walking and bicycling, among other goals. Ms. Ibarra explained that features and benefits of the proposed Salinas Civlovia event include:
Positive Economic Impacts Getting people active Fun activities (Zumba, Yoga, Biking, Roller skating and have farmers market) Two Closed Lanes on Alisal Street along a 3.8 mile route between East and South Salinas Publicity on Facebook, live radio, TV Support from local businesses and agricultures companies A survey completed of business owners and residents along the route

MONTEREY COUNTY BIKE WEEK The Committee formed a subcommittee for Monterey County Bike Week planning. Andy Cook, Associate Transportation Planner reported that in March the committee discussed options for continuing Monterey County Bike Week without the Transportation Agency taking a lead role to plan and promote the campaign, and expressed a desire to continue a lead role in future Bike Week planning and fundraising. He noted that the Committee took action to recommend that the Transportation Agency move forward with bicycle safety training rodeos at schools this year in lieu of undertaking Bike Week, and recommended that a subcommittee be formed to develop a plan for scheduling and funding Bike Week in the future. The following Committee members were nominated and appointed to serve on the planning for future Monterey County Bike Week subcommittee:

Mr. Cook noted that the Agency will schedule and host the subcommittee meetings. 6.
COMPLETE STREETS ASSESSMENT AND GUIDELINES The Committee received a report on complete streets planning work being undertaken by the Agency for the next Regional Transportation Plan, discussed complete streets policy and guidelines. Ariana Green, Transportation Planner, reported that the Transportation Agency staff conducted a complete streets needs assessment and worked with cities, the County and members of the public to develop a draft list of complete streets projects. She noted that the assessment was focused on identifying infrastructure gaps to meet the needs of bicyclists, pedestrians and transit riders. Ms. Green noted that existing plans and policies helped to identify bicycle and pedestrians improvement projects that are important to the community and areas where future growth may bring increase pedestrian, bicycle and transit activity. Staff considered over 50 different criteria such as sidewalk width, crossing distance, gaps in bicycle and pedestrian infrastructure, ADA access, distance from transit stop to crossing and pavement conditions. She noted that needs assessment served as the basis for developing a list of complete streets projects. Some of these projects validate projects that have already been identified in the Regional Transportation Plan and Bicycle & Pedestrian Facilities Master Plan, while others are new. She expressed that these projects aim to improve safety and comfort for pedestrians, bicyclists and transit riders. The Committee had the following comments on the Complete Streets Assessment and Guidelines:
