Consider identifying route changes to be considered at the June 11, 2003 public hearing concerning service reductions (GM Memo No. 03-115b). Staff Contact: Kathleen Kelly, 891-4716 Public Comment:

Cindy Leiker, addressed the Committee and presented a written memo with petitions protesting the elimination of Line 35X. Richard Neveln, addressed the Board.

Received into the record a petition requesting retention of Line 36X.

Planning staff outlined a proposed December 2003 service reduction plan designed to address the revenue shortfall specified in the Baseline Budget Report.

Following review, the Committee requested staff change the language on Page 4 of Page 8 of GM Memo No. 03-115b to change the trade-off between 58 service to downtown Oakland and mid-day service to San Francisco. The committee also requested staff to clarify the "rebranded" Ns, including their routes. In response to public comment and receipt of petitions concerning retention of service on line 35X, and 36X, the Committee expressed an interest in reviewing the potential to charge Transbay fares for East Bay Local Express routes as an opportunity to retain service on those lines.

Staff recommended adding this fare alternative to those presented to the public and will prepare an analysis of this alternative prior to Board action on fare related changes. MOTION: HARPER/BISCHOFBERGER to forward to the Board of Directors with

the following recommendations (3-0):



Approve staff recommendation on route changes with the changes identified



Approve recommendation that a public hearing be scheduled in South County for District 2 on June 18 or 25, and that proposed changes be identified at the Board meeting on May 15, 2003. Add the proposal of experimenting with charging a Transbay fare for East Bay Express Routes (e.g., 35X and 36X) to the June 11, 2003 public hearing on fare changes.
