Morning Session #1:

8:30 a.m. - 11:30 a.m.

Job Development and Natural Supports Presenter: Dale DiLeo, Owner/Trainer at Training Resource Network, Inc. This presentation will describe quality supported employment services and outcomes in terms of business benefits for employers and lifestyle enhancement for people with disabilities. Many employment specialists and job coaches view their roles as primarily job trainers. This is far from the truth. As important as training is, helping someone succeed on a job goes way beyond just teaching someone how to do a set of work skills. We will discuss effective and individualized job design, instructional and behavioral support strategies, and the development of natural and co-worker supports. Dale will review the need to promote relationships to connect people with others at the workplace and in other community environments in ways that will be self-sustaining.

Morning Session #2

OFCCP Section 503 Changes & How They Will Impact You Presenters: James Emmett, HR Connect Director at APSE and Jon Stoops, President at Social Coaching Institute This session will provide an overview of the 503 changes as developed by OFCCP for federal contractors and subcontractors. These new regulations will have landmark impact on how contractors across the country recruit, hire, train, and support employees with disabilities. As currently proposed, these rules will require federal contractors to set a hiring goal of having 7 percent of their employees be workers with disabilities in each of their job groups. These rules will also require contractors to regularly review job descriptions & personnel policies, develop an active reasonable accommodation process, & create an affirmative action program that invites self-disclosure. Another critical piece of these new rules is the requirement for contractors to establish linkage agreements with local disability providers. This session will discuss how your organization can become a linkage partner with contractors in your area. This presentation will also focus in on how these rules will impact individuals and agencies in the APSE community. The presenters will make the case for how these rules will be a "game changer" in the area of disability & employment. You will learn how to jump out in front of these rules and become a leader in your area. These new rules provide you with an opportunity to increase quality and quantity of outcomes as well as potentially develop new revenue. The presenters will also discuss how to help companies go from compliance to inclusion.

Morning Session #3

Employment First Initiatives Around the Country Presenters: David Hoff, APSE Board President and Program Director at ICI; Wendy Parent, Research Associate Professor at KU; And Teresa Grossi, Director at IIDC Employment First is currently the “hot” term in the world of employment of people with disabilities, with Employment First movements now in over 30 states. But what does Employment First really mean? And is it just the latest fad, or is it something truly different? This webinar will include a discussion of the roots of Employment First, its impact to date, current status, and the critical need to ensure that Employment First is more than just empty words. Employment First will also be placed in the larger context of society’s shifting attitudes and views regarding individuals with disabilities, and the ongoing challenges in that regard. A variety of strategies for delivering on the promise of Employment First will be discussed.

Improving Evidence-Based Supported Employment Fidelity Through the Use of Customized Employment Tools and Strategies Presenters: Bob Niemiec, Senior Consultant with Griffin-Hammis Associates, LLC / Director of the Minnesota Employment Training and Technical Assistance Center (MNTAT) and Doug Crandell, Special Projects Consultant with Griffin-Hammis Associates, LLC In 2011 the U.S. Department of Health and Human Services issued the report, Federal Financing of Supported Employment and Customized Employment for People with Mental Illness. The paper focused on how these two approaches can be used by states to further improve employment outcomes for those people with significant barriers to employment. However, Evidence-Based SE and Customized Employment still largely remain divided along disability labels; that is, Evidence-Based SE for people who experience a mental illness and Customized Employment for people with intellectual and developmental disabilities. This segregation of approaches fails to realize the similarities shared by the two, and produces unnecessary divisions that weaken the opportunities to arrive at an integrated, best-practice approach. Participants will learn how the two approaches are similar; and in addition, two Customized Employment tools (the 30 Day Placement Plan, and Discovery and the Vocational Profile) will be highlighted as they connect to the Principles of Rapid Job Placement and Consumer Preferences in the Evidence-Based SE approach. Finally, a review of the recommendations contained in the federal report will be reviewed.

Afternoon Session #1

1:00 p.m. - 4:00 p.m.

The Apple Edge: Handheld Devices for Independence, Productivity, Inclusion, and Communication in the Workplace Presenter: Marsha Threlkeld, Trainer/Consultant at Washington Initiative for Supported Employment This demo and Q and A style session will focus on digital devices, apps, and accessibility features, as well as project designs for rolling out iOS initiatives in a variety of communities, both rural and urban. We will look at Assistive and Information Technology in employment supports and school to work transition currently in use, and future possibilities. Participants should bring handheld tablets or digital devices if they have them, but it is not necessary in order to participate. Demo iPad devices will be made available. Session participants will learn: 1. How to introduce devices to job seekers 2. What apps and accessibility features assist with independence, communication, productivity, and inclusion in the workplace 3. How to begin or expand use of devices in job coaching, marketing job seekers, and employment preparation. 4. How individuals experiencing Autism are finding devices to be helpful

Afternoon Session #2

1 p.m. - 4 p.m.

The National Disability Employment Scene -Beyond Reports Presenter: Cheryl Bates-Harris, Senior Disability Advocacy Specialist at NDRN What do the The Rehabilitation Act, ADAAA, Olmstead decision, Henry's Turkey Service, CMS rules, OSEP, and Supported and Competitive Employment have in common? A lot, if you are following the paradigm shift in how Courts, Department of Justice, and the EEOC are viewing traditional employment services for people with disabilities. Discover the social and legal changes occurring in Employment Programs for People with Disabilities. Segregation is out - integrated and least restrictive is in. Learn how changes in policy and thinking are affecting the delivery of services nationwide and understand how you can become a leader in that change.

Afternoon Session #3

1 p.m. - 4 p.m.

Introduction to Bridges Out of Poverty Presenter: Debra Whitehead, Sr. Trainer /Organizational Consultant at CTAT Training From Poverty to Prosperity – a very tough journey…and sometimes we “helpers” are inadvertently doing the wrong thing to help people get out of poverty. This session will be similar to our 2012 pre-conference session though we will add some new updates about employer needs as we support people who are experiencing the daily instability of poverty. This training will provide introductory information about why we must respond differently and how to use an understanding of economic diversity to help all stakeholders. We will learn about the difference between generational and situational poverty, get the “back story” about some long held perceptions about people in poverty, and explore some hidden rules and language differences as we look at the economic class differences. Overall, this workshop will deepen your understanding of the diversity of economic class. Included in your fee for this program is the very enlightening book Bridges Out of Poverty by Ruby Payne, Ph.D., Phil DeVol, and Terie Dreussi Smith.

Advancing Employment First Through Effective Legislative Advocacy Presenters: David Hoff, Bob Lawhead, and Members of the APSE Public Policy Committee Expanding community employment requires helping our elected representatives understand and support pro-employment employment policies. In a time of shrinking resources and a variety of pressing fiscal demands on our state and federal government, making the case for full inclusion of individuals with disabilities in the general workforce is more important than ever. The purpose of this session is to demystify the process of advocating with elected representatives and policymakers– and to take a process that may seem scary and intimidating, and make it rewarding and fun! We’ll discuss the critical policy and legislative issues that impact community employment, and how these can be translated into effective messages to legislators and policymakers Attendees will learn about effectively crafting an Employment First message for legislators, how to interact and engage with them, and strategies for building support for community employment at the legislative and policy-making level. This session will provide tools and strategies that can be used with state and local legislators and policymakers, as well as U.S. Senators and Representatives and others at the federal level. Join us for what is sure to be an exciting and rewarding session, and learn how to build strong support for community employment for all.
