ABOUT US Our story Our wish is that people are free to live the life they choose. Everything we’ve ever done was because someone, somewhere, wanted something different and better out of life and we were determined to support them to make it happen. Forty years ago we supported four people coming out of institutional care who had a dream of living independently in the community. Back then, our solution was to buy a house on a city street, fill it with furniture, and help them settle in.

We're not afraid to get on and meet those expectations in new, forward-thinking ways: making the status and security of home ownership available to people with disabilities or mental health issues, with more than 600 people buying a share in their own home; offering employment advice that broadens the horizons of people who find it hardest to get a job; or providing both a suitable home and really intensive support to people who have complex needs so they gain more stability and control over their lives.

The number of people we work with across England has grown from 4 to 5,000, and the range of things they trust us to provide grows every day. THE BOARD Ian Green, Chair

Nigel King

Ian joined the Advance Board in May 2013, replacing Helen Baker who stood down after 7 years. Ian has a long-standing connection with the YMCA, having been involved with the organisation in various positions since 1987. His most recent role was as Chief Executive, a post he held for 5 years. He is currently Chief Executive of Terrence Higgins Trust.

Nigel has twenty years experience working in social housing. He held a number of prominent positions including Assistant Chief Executive at Riverside Housing Association in Liverpool and Chief Executive of Guardian Housing Association managing 160 retirement schemes across England.

Ian has an extensive background in local government, education and governance. He is currently a Non-Executive Director of Wandle Housing Association, Lay Member of West Hampshire Clinical Commissioning Group.

Trained as an economist, he has particular expertise in social housing development and finance, low cost home ownership and strategic planning. He specialises in care and housing for older people and those with support needs. Nigel formally joined the Board in 2011.

He was Chair of Ealing Hospital NHS Trust for five years and served as a Justice of the Peace from 1993 – 2010. Melba Wilson, Vice-Chair Melba Wilson has more than 20 years experience in the public and voluntary sectors. Her focus is health and mental health policy and practice in strategic planning; policy and analysis; corporate management; partnership and leadership development and service improvement. Melba was formerly national director of the Delivering Race Equality in Mental Healthcare programme, a five-year Department of Health action plan. A former journalist, Melba is currently an independent consultant, writer and researcher.

Sharon Patrick Sharon joined the board in 2007. She brings experience of over 20 years as local government councillor, extensive involvement with HILT and other small voluntary sector groups, and an understanding of the NHS as non executive director of a Primary Care Trust. She was previously Chair of HILT which provides care and support to people with Learning disabilities especially those with challenging needs in London. She is an elected councillor in the London Borough of Hackney body and trade association for the £9Billion engineering consultancy industry.

Lindsey Wishart

Peter Harling joined the board in May 2007. He has spent 30 years in corporate management in a wide variety of industries. A specialist in mergers/acquisitions and corporate turnarounds, Peter was more latterly Chairman and CEO of Management Solutions Group Plc – a conglomerate that provided services to the utility sectors.

Lindsey is Treasurer (Trustee/Director) of KeyRing and joined the Board of Advance when KeyRing joined Advance as a subsidiary. Lindsey is also Treasurer of Social Interest Group, which is the parent company of Penrose, Equinox and Penrose Works. This group of organisations provide innovative support for vulnerable people, including those with mental illness and ex offenders. She is also a Lay Member of Brent Clinical Commissioning Group. Lindsey previously held senior finance positions in London boroughs, specialising in Housing and Social Care.

Peter has vast experience and skills in sales and marketing, strategic planning and business finance which are very relevant to the third sector and particularly a progressive charity such as Advance. In semi-retirement Peter has time to devote to the voluntary role as non executive director at Advance in addition to his role with the Prince’s Trust. He also restores and renovates period Cotswold cottages and is a management consultant to the energy and utility industries under his company Norton Consulting Services Ltd.

Lindsey has a CIPFA professional accountancy qualification and is a long standing member of the CIPFA Housing Panel.

John Upsher

Julie Layton, Chief Executive Officer

John joined the Board in November 2013. He is a Fellow of the Institute of Chartered Accountants.

Julie joined Advance in 1999, and has worked as both Director of Finance and Resouces and Deputy CEO. Julie came to Advance with a strong background in Housing Association finance, including several years experience in financial regulation with the Housing Corporation.

Previously he was Director of Finance at Estuary Housing Association for 5 years and Finance Director at Toynbee Housing Association for 16 years overseeing tenfold growth and loan facilities of over £300 million. Prior to that John was Financial Controller at Butterkist, the confectionery manufacturer, for 5 years and had senior managerial experience with a medium sized London based Chartered Accountancy practice.

Julie is committed to continuing professional development, which resulted in Advance being awarded ‘ACCA Approved Employer’ status in 2009. She has significant experience of change management and is also a qualified Project Manager. She has developed partnership working initiatives to ensure Advance can work with others to provide more high quality support options to Customers and support them to lead the lives they choose. Julie was appointed as Chief Executive in October 2015.

Job purpose

The directorate carries accountability for business assurance and financial strength. The role is responsible for providing professional leadership on the following aspects:        

Finance and Treasury Compliance and Assurance Governance/Company Secretary Procurement Performance Management Information ICT Health and Safety Complaints

What you need to do in this job: 1. Work with the Chief Executive as a key member of the senior leadership team to drive the strategic direction of the organisation; 2. Work strategically across the Executive team to ensure joined up thinking in the delivery of high quality Services. 3. Represent the organisation externally. Be pro-active in the development of key partnerships, working with key stakeholders to ensure the effective co-ordination and delivery or services with other organisations, agencies and partners. 4. As a member of the Director team, adopt a collaborative and supportive approach, maintaining up to date professional knowledge and providing advice and assistance to colleagues as required. 5. In conjunction with the Chief Executive and other Directors, contribute to the development of strategic and financial plans and keep the business plan and other key strategies under review and manage and mitigate risk. 6. Overall responsibility for the financial management of the organisation; for information technology and other designated central service functions as set out above;

Provide leadership and motivation and establish a culture of excellence across the Directorate. 2. Work in partnership with internal customers, their representative forums and external customers to ensure that the services we provide are implemented on time and within budget, and meet customer aspirations. 3. Report financial performance and associated issues accurately and in a timely manner to the Board and the senior leadership team, ensuring that they are provided with the appropriate information with which to carry out their responsibilities; 4. Ensure medium and long range financial planning is carried out to support business objectives and meet requirements of regulators and lenders; 5. Ensure that effective Treasury Management is in place, including methods of raising capital funds and working capital are in place alongside appropriate investment policies & procedures; 6. Act as Company Secretary, advising the Board, Chair & CEO on the good governance of the organisation and ensuring that the company’s statutory, compliance and reporting obligations are properly fulfilled, including as an Industrial & Provident Society, employer and Registered Housing provider; 7. Ensure the development and delivery of an appropriate ICT strategy and business plan that reflects the wider business requirements. 9. Ensure that effective arrangements for Business Continuity & Disaster recovery are in place and are regularly tested. 10.
