GSA’s Competitive Pricing Initiative ●
GSA recently launched the Competitive Pricing Initiative for Schedules that have commodityfocused SINs, such as Schedule 70.
●
The intent of this effort is to enable FAS to identify outlier pricing for products and commoditylike services offered under MAS.
●
It will also equip Contracting Officers with data and tools that they can use as a resource to address price variability with MAS contractors.
●
Currently, Contracting Officers are working with affected MAS contractors to determine whether outlier prices should be reduced, or whether the value that they are offering at those higher prices is worth continuing to keep on these Schedules in the long term.

All WAVE 1 Letters/Attachments (representing 80 of outlier pricing) were sent to affected Vendors on May 27, 2015 meeting the May 31, 2015, deadline for all WAVE 1 Letter distribution.
●
WAVE2 Letters/Attachments were sent out with a Deadline of June 5, 2015.
●
All letters were distributed by June 5, 2015, providing vendors 20 to 30 days to respond. Vendors are responding and some have asked for an extension of the time originally given. To date some have dropped their pricing, some have chosen not to reduce pricing and some have asked for extension to respond. If extensions are requested, they are being granted.

How to list services on the Cloud SIN All industry partners wishing to offer cloud computing services through the Cloud SIN are responsible for meeting the evaluation factor(s) and Terms and Conditions. Industry partners will follow normal procedures for adding a SIN and/or submitting a proposal for an IT Schedule 70 contract.
Existing IT Schedule 70 Holders • Responsible for submitting a modification through eMod to add the Cloud SIN if they wish to offer cloud services through the SIN1
EaaS & IaaS BPA Holders • Responsible for submitting a modification through eMod to add the Cloud SIN1
New Market Entrants • Will have to submit a proposal through the eOffer system, and include the Cloud SIN
1 - Must submit modification requests in accordance with 552.243-72 MODIFICATIONS (MULTIPLE AWARD SCHEDULE).

How many documents should I submit? ● Whether you have a limited set of offerings or are a reseller with multiple partnerships and products, vendors should: ○
Submit a technical proposal commensurate with the way you would sell your solution commercially (i.e, total solution, not line items).
○
Use your best judgment on how you currently sell your offerings commercially. If there are itemized options/products, then those should be included under a single technical proposal when part of the same technical solution.
○
Submit professional services separately under SIN 132-51. The scope of the Cloud SIN 132-40 is focused on offering true cloud services only.
○
Submit a separate document per service model (SaaS, PaaS, IaaS).

As an example... You sell an Oracle Java Cloud Platform as a Service (PaaS) in 3 distinct levels and respective price points: ●
Level A: 1 server instance, up to 5 GB Java heap, 5 GB file storage, 50 GB data transfer/month
●
Level B: 2 server instances, up to 10 GB Java heap, 10 GB file storage, 250 GB data transfer
●
Level C: 4 server instances, up to 25 GB Java heap, 60 GB file storage, 500 GB data transfer
