OEM shall be ISO:14001 certified for the manufacturing works.

The manufacturer shall comply with the provisions of Gazette of India Notification No. S.O. 2357 (E) dated. 07.09.2012 issued by Department of Electronics and Information technology alongwith Gazette of India, Extraordinary No. Part II, Section 3 Sub-Section (ii) dated : 11th May 2015 concerning implementation of "Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2012" for products included in the schedule S.O. 2905(E) published in Gazette of India on 13 November 2014, issued by Ministry of Communications and Information Technology (Department of Electronics and Information technology).
3.
Smart phone shall comply with Mobile Radiation Standards promulgated by Ministry of Communication and Information Technology vide release ID:87152 dtd 31st August 2012 (Press Information Bureau, Govt. of India). OEM certificate shall be furnished.
4.
The firm shall furnish test certificate for SAR (Specific Absorption Rate) limit compliance issued by TEC SAR lab at the time of registration and inspection.
5.
Smart phone shall have a valid and unique IEMI number. The firm shall furnish IEMI number list of Smart phone to be supplied along with the serial nos. and model nos. duly certified by OEM at the time of supply.

INSPECTION & TESTING :

Tenderer shall furnish the requisite information for each model quoted

In case of imported stores, the firm shall submit all the IMPORT documents relevant to the lot being offered for inspection.

For EVERY lot being offered for inspection, the firm shall furnish a declaration that the models being offered, on date, are NOT obsolete.

The firm must submit the complete OEM test report covering all specification parameters at time of registration and inspection.

Smart Phone shall be kept at 45 deg C in continuous 'ON' mode for 4 hours and functions of Smart Phone shall be checked during this condition (if working cannot be checked when the phone is in the chamber, that can be taken out from the chamber and with in 10 seconds of taking out the phone functional tests shall be started). The results shall be satisfactory. These tests can alternatively be conducted in a Central Govt. lab or ILAC affiliated/recognized lab or NABL approved lab if the facilities for the same are not available with the firm. 8.
Type Test : I. Type test reports shall be from a Central Govt. Lab / International Laboratory Accreditation Corporation (ILAC) or their worldwide affiliated/recognized labs or NABL approved labs as per DoC Correction Slip No. 38 dated 18.12.2012 of DGS&D Manual to be read in conjunction with P&C Circular no.71 dated: 29/10/201. II. Type test reports shall be furnished by all the bidders as and when required to do so by the purchaser, indentor, consignee etc. III. Environmental Tests : The Type testing shall consist of verification of all the features as per TE specifications and tests as per cl.(7)above & functional requirements including environmental tests. Type test reports shall be required at the time of Registration and Inspection. The environmental tests sequence shall be as under : a. Dry Heat
: For 16 hrs. at a temp. of 45 deg C in accordance with IS:9000/part-3/section-5/1977 (reaffirmed in 2007).
b. Cold Test
: For 4 hrs. at a temp. of 0 deg C in accordance with IS:9000/part-2/section-4/1977 (reaffirmed in 2007).
c. Damp Heat (Cyclic) Test : For 2 Cycles of 24 h each at a temp. of 40 deg C & 95% RH in accordance with IS:9000/part-5/sec-1/1981 (reaffirmed 2007). After environmental test sequence as above and a recovery period of two hours, the product shall be checked for complete functional and feature verification, which should not show any deterioration in the performance before the environmental tests sequence. 9.
Drop test shall be conducted on all the six surfaces of the packaging, with the system/ peripherals packed inside, by dropping the same from a height of 1 metre. The packaging should be able to withstand the test without any damage or malfunction. The test shall be conducted on at least one piece out of every 100 pieces offered for inspection or accounted cumulatively. Performance shall be checked after conducting drop test. The result shall be

DRAFT COPY satisfactory. Note : This test shall be the part of Type Test certificate. 10. Rate Contract to the firm will be awarded only after receipt of sample approval report from user department. It is obligatory on the part of the bidder to get the model quoted by them duly approved and evaluated by the user department. Such samples shall be made available to the inspection authorities for comparison purpose. 11. Availability
