Field Manager Energy/Housing Department 8 11 Determined by Program Non-exempt Employee

I) GENERAL DESCRIPTION The Field Manager is responsible for completing inspections (pre, interim and post), producing work specifications, monitoring work of crews/contractors, maintaining warehouse inventories, and any training associated with the effective operation of the department's housing programs. The Field Manager is also responsible for providing assistance in the development, implementation, and evaluation of all assigned programs and projects as they relate to the Energy/Housing Department. II) SPECIFIC DESCRIPTION A) Essential Functions 1) Support the mission of the Agency. 2) Conduct extensive on-site inspections of eligible dwellings to maximize coordination of housing program resources. 3) Schedule, supervise, and evaluate assigned work crews. Evaluate quality of work completed by contractors. 4) Coordinate auditing of dwellings with the department's heating system personnel. 5) Provide training and technical assistance to work crews/contractors, as needed. 6) Monitor work crews for adherence to all Agency Personnel Policies, Department Work Rules, Safety Standards, Data Privacy Policies and Technology Policy. 7) Obtain and maintain quality control inspection certification and other licenses and certificates required to perform job duties. 8) Recommend changes to the Supervisor that could increase production efficiency and prevent reoccurring problems. 9) May assist in interviewing crew personnel. 10) Ensure that all work performed and materials used by work crews/contractors comply with funding source guidelines, bid specifications, and building codes. 11) Conduct audits and ensure crew activities are completed according to the Minnesota Weatherization Field Guide, the National Energy Audit Tool, the Manufactured Home Energy Audit, the Standard Work Specification and any other standards adopted by the State Department. 12) Be able to correctly operate blower door and use pressure diagnostics to evaluate building shell. 13) Use personal computer to enter audit information and produce work orders using Weatherization Assistant software. 14) Perform conservation improvement program audits, evaluate efficiency of appliances and mechanical systems, and educate households about conservation. 15) Educate homeowners about basic energy conservation ideas and methods to enhance and protect the weatherization measures installed in their dwelling. 16) Complete all required paper work in a neat, accurate, and timely manner (inspection reports, work orders, material requisitions, inventory sheets, time cards, bid specification, etc.). 17) Attend classes and obtain a Lead Risk Assessor License, as required by supervisor and Department Director, in order to perform lead risk assessments and prepare reports. 18) Obtain a Lead Renovator Certificate to ensure crews use proper procedures regarding lead paint. 19) Requisition, receive, safeguard, and deliver materials to be warehoused and/or used on job sites, as needed. 20) Ensure tools, equipment, vehicles, and warehouses are maintained in a neat, orderly, and good state of operation or are repaired as necessary. 21) Prepare specifics, work write-ups, detailed drawings, and bid specifications as required. 22) Develop extensive knowledge of all applicable regulations, standards, and operating procedures as it relates to the Energy/Housing Department. 23) Propose training and development plans for crew personnel to the Supervisor.

24) Must maintain consumer and personnel confidentiality. 25) Keep all computer files on the Agency network. 26) Have knowledge and apply Agency policies and procedures, including safety, technology, data practices and other applicable policy, procedure and program regulations. 27) All other essential duties as assigned by supervisor. B) Secondary Job Functions 1) Must be able to legally and safely operate weatherization vehicles. 2) Will perform all secondary job functions as assigned by supervisor. III) ELIGIBILITY REQUIREMENTS 1) Prefer at least three years’ experience in residential construction/remodeling or an Associate Degree in residential construction trades from an accredited institution. 2) Must have previous supervisory experience. 3) Must be willing to work with low-income families and with service providers on a personal basis. 4) Must possess good communication skills, verbal and written. 5) Must be able to work with a diverse population. 6) Must be able to meet physical demands of the position; operate all power tools and equipment required by job. 7) Must possess good organizational and time management skills. 8) Must be able to meet the travel requirements of the position on a regular basis throughout the assigned area. 9) Must possess skills necessary to effectively train other staff. 10) Must have working knowledge of computer software programs on a personal computer system. 11) Is subject to a Criminal Background Check, the results of which are acceptable to the Agency. 12) Must take and successfully pass a pre-employment drug test as a condition of employment per the Agency’s Personnel policies. 13) Must be able to obtain medical examiner’s certificate as required by the Department of Transportation (DOT). Agency will cover the cost for one Certified Medical Exam per qualifying time period; any identified health concerns necessary to be addressed or that requires additional testing for passing will be the responsibility of the employee. IV) PHYSICAL DEMANDS/HAZARDS This position requires: Substantial motor vehicle travel and entrance onto and into private property on a daily basis; entering confined or difficult to reach areas involving crawling, kneeling, and twisting. Consistent lifting in and out of vehicle and carrying moderate distances objects weighing up to 40 pounds. Occasional lifting of objects weighing up to 100 pounds is required. Displaying sound lifting and safety habits. May assist with the operations of power tools and weatherization equipment. V) SUPERVISORY CONTROL The Field Manager is under the direct supervision of the Weatherization Program Manager. The Energy Housing Department Director is responsible for the Energy and Housing Program Operations. The Executive Director is ultimately responsible for the overall conduct of all Agency departments, programs, and projects. VI) EVALUATION Job performance evaluation will be conducted at the time intervals prescribed by the Agency's Personnel Policies and the Agency's Performance Evaluation form shall be utilized. Evaluations are based on observations of the worker through job performance.
