Special Presentation Dr. Nagle said that the meeting is a special night of recognition and a celebration of the community pride that we have in our schools, our students, and our staff.

SPECIAL PRESENTATION

The Superintendent noted it was Ms. Garrigan-Piela’s last meeting as a member of the Board of Education. Dr. Nagle said that Ms. Garrigan-Piela will continue to volunteer and have a positive impact on the school community. She honored Ms. Garrigan-Piela as a public education and student advocate, and a champion supporter of the arts, athletics, and academics. Ms. Garrigan-Piela was recognized for her donation of hundreds of hours to volunteerism in the district and local community, with a lasting and positive impression on our schools. The Columbia High School Chamber Orchestra under the

direction of Ms. Chrzan played Ashokan Farewell. Dr. Nagle presented gifts of a cake and garden plants. The Superintendent wished Ms. Talmadge well as she will become the Building Principal of Wood Road Elementary School in the Ballston Spa School District. Ms. Talmadge was honored for her expertise in curriculum and instruction, high energy, and enthusiasm for students. Dr. Nagle also wished Mr. Goodwin well as he begins his new career as Director of Technology in the Schenectady City School District. Mr. Goodwin had a great impact at Red Mill School in the integration of technology across curriculum areas, producing an Emmy Award student, and serving on district-wide committees. Former student Jackson Murphy shared memories of being a student in Mr. Goodwin’s class. The Superintendent bid farewell to Mr. Sloane with his verbal commitment to accept the position of Deputy Superintendent and Chief Operating Officer at Questar III BOCES. Mr. Sloane brought much enthusiasm and a plethora of ideas to the Howard L. Goff Middle School. Dr. Nagle recognized Ms. Squillace and Mr. Coyle for their recent success with a comprehensive Medicaid Audit. The audit was completed without any findings of errors or discrepancies. Ms. Squillace and Mr. Coyle were acknowledged for their meticulous attention to details. The Superintendent congratulated the Columbia High School Chamber Orchestra on winning the top award at the Heritage/ World Strides Music Festival in Annapolis, Maryland. The Adjudicator Award is given to the best group as decided by the judges, particularly for the group’s warm, beautiful tone quality, great dynamic contrast and expressive musical phrasing. Columbia also won the Outstanding Orchestra Award. The festival featured 26 orchestras, bands and choruses judged on tone, intonation, technique, balance, and interpretation. The Columbia High School Science Olympiad Team was congratulated for its most successful season yet, being crowned regional champions in February for the 22nd time in the last 23 years. The team earned 37 regional medals, including 11 regional champions. Dr. Nagle said Columbia’s team earned the title of State champions in March for the first time, having won against the top 54 teams in New York. The team earned a total of 18 medals, including 4 State champions. In May 2015, Columbia’s team competed at the National Science Olympiad

Tournament, winning 5 national medals and finishing the event in the 14th place among the top 64 teams in the country. Dr. Nagle recognized Columbia student Alden Rider for designing the artwork that will be hung in the new STEM classrooms. Alden took the initiative during his free time to design the creative posters for the benefit of future students. The Howard L. Goff Middle School Science Olympiad Team competed at Monroe-Woodbury Middle School in Central Valley, New York against 13 other districts and came in first place. The students earned 13 gold medals, 11 silver medals, 7 bronze medals, and 12 fourth through sixth place medals for a grand total of 43 event medals. There were 27 students on the team and each student received at least 2 medals. The team then advanced to the State competition in Syracuse with 34 other middle school teams. The 14 competing students won 23 medals in 11 events and placed the team fifth in the State. The Superintendent said East Greenbush School athletes had a tremendous year with a plethora of accomplishments. All 24 varsity teams received the New York State Public High School Athletic Association Scholar-Athlete Team Award. To qualify for the award, all team members must have a 90 grade point average. Dr. Nagle congratulated the Athletic Department for receiving the Section 2 Community Service Award and Sportsmanship Award for 3 years in a row. Four teams won the Suburban Council South Division: field hockey, girls’ soccer, wrestling, and girls’ bowling. Three teams were Section 2 finalists: boys’ bowling, girls’ bowling, and wrestling. PUBLIC FORUM

Board Forum Ms. Garrigan-Piela congratulated the Science Olympiad teams, coaches, and teachers, the members of the Columbia Chamber Orchestra and advisor, and all scholar athletes and Mr. Leonard. She recognized the art student for the STEM posters and Ms. LeRoy. Ms. Garrigan-Piela acknowledged the retirees, including the work of Mr. and Mrs. O’Toole, Ms. Morgan, and Ms. DeJulio. She wished Ms. Talmadge, Mr. Sloane, and Mr. Goodwin well as they take on their new positions outside the District. Ms. Garrigan-Piela extended congratulations to fifth and eighth grade students moving up to the next levels. She honored graduating students and their families, and wished them well in their next phase of life, hopefully well-prepared from their time in East Greenbush Schools. Ms. Garrigan-Piela thanked members of the community who worked with her to bring success to students at an affordable price, including Questar, New York State School Boards Association, and elected officials. She thanked current Board and committee members working on goals of academics, arts, athletics, affordability, and accountability. Ms. Garrigan-Piela also thanked East Greenbush Schools for the well-rounded education received by her sons, complemented by the dedication of their teachers and coaches. She pledged continued support of the school district, administration, teachers, coaches, and students.

BOARD FORUM

Mr. Buono congratulated all the students and staff recognized at the meeting. He thanked Mr. Adam for continuing to update the community on District events. Mr. Dunn thanked Ms. Garrigan-Piela for her service to the Board and community. He said it was a great year for the school district. Mr. Dunn recognized Ms. Squillace and Mr. Coyle for implementing the CTAEP Program without issues during the year despite some initial controversy.

Ms. Curran thanked Ms. Garrigan-Piela for all her time served on the Board and committees and said she would be missed. Ms. Taylor recognized Ms. Garrigan-Piela for being student centered and an education advocate in her service to the District community. She thanked Ms. Signorelli for continuing to update Facebook on District athletic events and activities. Ms. Taylor also thanked Ms. Neiman and Mr. Driscoll for inspiring her foreign exchange student during his time at Columbia. Ms. Curtin congratulated Ms. Garrigan-Piela on her retirement from the Board and said she will be missed. She also appreciated the time and effort to recognize student athletes and club participants. Ms. Maciol said she would miss Ms. Garrigan-Piela serving on the Board. She congratulated Mr. Sloane and Ms. Talmadge on their new positions and was confident that Mr. Grignon will continue excellent work at the middle school. Mr. Mann also said that the middle school is a better place with the continuation of Mr. Grignon. He wished Mr. Sloane and Ms. Talmadge good luck on their future endeavors. Mr. Mann congratulated all the student award winners recognized at the meeting. He wished the best of luck to Ms. Garrigan-Piela in the future. Mr. Mann also wished the District retirees good luck in the future. He said the District continues to have many accomplishments each year. 6.

REPORTS AND PRESENTATIONS POLICIES-FIRST READING

Mr. Edson explained that #1500, Public Use of School Facilities, was updated based on a review by the school attorney that changed the application process. He advised that #1800, Donations, Gifts and Grants to the District, included new clarifying language suggested by NYSSBA on grant applications. Policies #4326, Programs for English Language Learners, #5420, Student Health Services, and #5150, School Admissions reflect changes from the issuance of new Commissioner’s Regulations. Policies #5300, Code of Conduct, and #5100, Attendance, reflect changes suggested by district-wide committees led by Ms. Bowman. The Disclosure of Wrongful Conduct Policy, #9645, now includes the new reporting process prescribed by the Commissioner for testing irregularities. Ms. Curtin questioned the start times for the high school and the marking of students as tardy per the attendance policy. Mr. Sawchuk explained that the policy reflected the practice, but that students were not penalized for circumstances beyond their control such as buses late to school. Ms. Bowman said a meeting will be held in the fall to again review the specifics of the attendance policy. Mr. Buono questioned the Board’s role as noted in policy #9645, Disclosure of Wrongful Conduct. Dr. Nagle replied that testing irregularities are reported to a division of the State Education Department and school administrators receive guidance on what steps to take with an issue. She provided an example of reporting to SED of the bleeding ink on test documents. 9.

Mr. Buono questioned whether STEM for grades K-8 was part of the professional development plan. Ms. Bowman responded no. Mr. Buono questioned the third strategy in the plan. Ms. Bowman explained that she conferred with Dr. Pampel and the strategy did not fit in the other categories. Mr. Buono asked about a year-end summary of the mentor program. Ms. Bowman said she is reviewing the program blueprint on June 26 and will report back after that date. Be it Resolved, that upon the recommendation of the Superintendent, the Consent Agenda, including addendum Item #11-Q, Tax Litigation Settlements – Greenbush Station, LLC and Gilligan Road, LLC vs. Town of East Greenbush, and Item #11-R, Sale of Surplus Kitchen Equipment, be approved as presented. New Business Dr. Nagle reminded Board members of the scheduled organizational meeting on Tuesday, July 7, 2015. She said that Ms. Bowman would chair the meeting. Dr. Nagle will take the oath of office on July 1. Mr. Mann requested information on the number of residency issues during the year and the resolution. Dr. Nagle explained the general process, including the reporting, investigation, and decision on each case. Mr. Mann also requested the number of non-resident students where the parents pay tuition. Mr. Edson believed there were less

than five students. Ms. Taylor requested a final year-end report on tardiness at the high school. 13.

Committee Reports Ms. Garrigan-Piela noted the Technology Committee met and reviewed the results of the technology survey which highlighted that most students have access to internet and computers at home. The committee reviewed a Smart Schools Bond Act tentative budget and comprehensive goals. They discussed rollout of new computers, need for annual equipment replacement and repair, bandwidth requirements, and potential for additional technology staffing. The committee bid farewell to Mr. Goodwin and retiring Ms. Morgan.

Board Forum Mr. Buono thanked his Board of Education colleagues for a great first year on the Board. He welcomed and extended congratulations to Ms. Massey.

BOARD FORUM

Mr. Mann thanked administration, staff, unions, and all departmental employees for a very successful school year and wished everyone a safe and enjoyable summer. Ms. Garrigan-Piela suggested that the Board continue an ongoing review of the following items: extending the late bus from two days a week to four days a week, a nine period versus an eight period day at Columbia, and a general music elective for 6th grade students. 16.
