EXECUTIVE MANAGEMENT BOARD Ruth Cooke, Chief Executive Officer Ruth was appointed as Chief Executive Officer for Midland Heart in April 2012, and was previously Finance Director. Prior to joining Midland Heart she held senior finance positions at Anchor Trust and Arcadia Housing Group. Since joining Midland Heart six years ago, Ruth has played a pivotal role in building Midland Heart’s agility and financial strength, culminating in the achievement of a credit rating equal to the best in the sector and a successful own name bond issue. Ruth sits on a number of sector working parties and writes and speaks regularly on housing and care issues and leads our executive management board. Sara Beamand, Executive Director of Care and Support Sara is our organisational lead for safeguarding and chairs a national housing and support training organisation and the social enterprise venture, Frost and Snow. Prior to Sara’s current role she was Head of Older People’s Services within Midland Heart. Sara has extensive experience with the care and support environment, and prior to this worked within general needs housing services. Andrew Foster, Executive Director of Governance and Contracts Andrew is responsible for the overall effectiveness and operation of Midland Heart's governance. He is also responsible for the effective procurement of goods and services and for ensuring that our external contracts are managed well so that they deliver high quality and good value services for our customers. Andrew joined Midland Heart in 2006 after 10 years working as a lawyer and Company Secretary with IT services company, ITNET plc. And prior to that, was a corporate solicitor with a major Midlands law firm.

Glenn Harris MBE – Executive Director of Corporate Resources Glenn joined Midland Heart following a career spanning seven years at East Midlands Development Agency (EMDA), where he spent five years as Executive Director of Corporate Services, followed by two years as Deputy Chief Executive. His current role includes responsibility for Finance, HR & IT teams, and his role includes leading the Executive team’s corporate planning processes. Glenn is also a board member of Nottingham City Homes, where he Chairs the Audit Committee. Carl Larter, Executive Director of Assets Carl oversees the functions of development and repairs and maintenance. Development includes corporate responsibility for acquiring land, the construction of new homes and sales and marketing. Carl is a Chartered Surveyor and has seventeen years experience in the housing sector, during which time he has worked for a number of registered social landlords on a range of regeneration and greenfield projects from housing for sale, affordable and market rent, to student and keyworker projects. Carl is also a non-executive director at Cross Keys Homes in Peterborough. David Taylor, Executive Director of Customer and Communities David Taylor has worked in housing for 16 years and before joining Midland Heart spent 10 years at Leicester City Council, he played a key role in significantly improving the quality and performance of services to its customers. David is experienced in leading a wide range of customer focussed services and ensuring customers are at the heart of shaping these. This has included regeneration projects and leading a team responsible for commissioning and contracting housing related services.

Joe Reeves, Executive Corporate Affairs Director Joe is responsible for delivering the organisation’s growth strategy. Prior to joining Midland Heart in July 2013, Joe spent fifteen years with leading management consultancy, PwC working in the Corporate Finance Infrastructure and Government team. As a Director, Joe acted as a commercial adviser on major economic and social infrastructure PPP projects for local government across the UK with a combined value of £1.5bn. Joe is acknowledged for his work on housing PPP and Housing Revenue Account reform, having co-authored a number of thought leadership publications.

Head of Development, Programme & Compliance Manager, Support Assistant to the Director.

Role purpose: To achieve continuous growth of company’s new business and development goals in line with agreed targets. To act as the principal link with external agencies including Homes & Communities Agency, local authorities, house builders and land owners in order to identify new business opportunities for the Group. To achieve new business and development opportunities throughout the Midlands Key Responsibilities and Accountablities 

To take responsibility for managing the pre-contract teams and operational responsibility for the post contract teams.



To manage relationships and liaise with key external partners including Homes & Communities Agency, house builders, local authorities and individual contractors concerning various projects and progress updates.



To take the lead in establishing new contacts, managing relationships both external and internal to ensure a steady stream of viable new land and housing projects which represent value for money.



To develop and implement a sustainable strategy for growth, with particular regard to older person’s accommodation; Right to Buy replacements; market rent; partnership working and Section 106. To assess the viability of all development propositions and project manage all projects from inception through to handover to post contract and maintain a watching brief until handover to internal clients.





To identify individual requirements from Operating Business Units within the Group in line with various opportunities both in terms of land and construction opportunities.

To undertake risk analysis of all site purchases and report on these results direct to the Executive Director and to the relevant board meetings where appropriate.



To lead with the Head of Development to maximise efficiency of service and capitalise on cohesive team working.

PRINCIPAL TERMS AND CONDITIONS Position: Development Director Salary package: Package up to £95,000 Pension: SHPs DC with matched contributions up to 4%. Annual leave: Starting at 30 days plus bank holidays. Increasing by 3 days after 3 completed years of service and by a day per year thereafter up to a maximum of 5 additional service days. Location: The Midland Heart head office is based at Birmingham Head Office 20, Bath Row, Birmingham B15 1LZ. Working hours: The office keeps usual business hours. However, given the seniority of the role, flexibility will be necessary, including evenings and occasional weekends.
