Foreword The Mini Youth Games (MYG) is Medway Sport’s flagship inter-schools’ sports programme every year providing more than 2,000 primary school pupils with the opportunity to experience the thrill of friendly, competitive team sport; to learn new skills, keep healthy and develop a sense of fair play. It is open to pupils from every primary school in Medway and invitational external schools - irrespective of race, gender, ability or disability. Prizes are awarded at each event as well as points which determine the overall MYG title winner. A Fair Play trophy is awarded at each event and there is an annual participation prize for the school with the largest number of children taking part in MYG events. Leading schools also qualify for the Night of Champions events as part of the summer’s Medway Festival of Sport. The MYG programme fosters vital school/club links, supporting participants who are keen to continue playing partciular sports outside of school and helping them find the right club for them. 2013 marks the 15th anniversary of the Mini Youth Games. In recognition of this landmark, four new elements are being introduced: • Mini Youth House Games • Mini Youth Teacher Training

Welcome The Mini Youth Games programme is one of our cornerstone projects, delivering a lasting sporting legacy and inspiring a generation through sport. Since its launch in 1999, the Mini Youth Games have given tens of thousands of young people the chance to enjoy competitive sport in a safe, friendly environment with an emphasis on fair play and respect for the opposition. The Mini Youth Games have taken on an even greater significance since becoming an integral part of the annual Medway Festival of Sport. The combination of the existing Mini Youth Games, the Festival of Sport and the new elements of the MYG provides year-round primary school sport, designed to both maximise participation and encourage competitiveness. Festival of Sport The Medway Festival of Sport is Medway's annual sporting extravaganza celebrating Medway’s sporting offer. Since its launch in 2010, the summer festival has grown hugely in size and stature. The 2013 programme involved some 12,000 people in 50 events ranging from schools and community competitions to international sporting events. The aim of the festival is to showcase sporting excellence, increase participation in sport, promote healthy lifestyles and inspire the whole community to get involved with sport in Medway, whether playing, competing or spectating. The festival marks the culmination of the Mini Youth Games series, with the staging of the Night of Champions finals and the crowning of the overall MYG champions for the year.

Mini Youth Sports Coaching Mini Youth Sports Coaching is an opportunity for Medway primary schools to receive free sports coaching in a variety of different sports, as preparation for the Mini Youth Games. This can either be through an after-school club or sports coaching during school hours. You also have the option of selecting sports that are not part of the Mini Youth Games.

The sports available to choose from are: • Archery • Athletics • Badminton • Basketball • Cricket

• Football • Hockey • Judo • Netball • Table Tennis

• Tag Rugby League • Tag Rugby Union • Tri-Golf

How it works: • Each Medway primary school is entitled to receive coaching in two of the above sports for FREE • Each sports coaching session lasts for one hour and is for a maximum of 30 pupils (if there are more than 15 pupils present then a member of school staff should support the coach). • The coaching will last for five weeks (five x one-hour sessions). • The coaching can take place after-school or during the school day (the appointed sports coach will contact the school representative to agree a suitable day and time for the coaching to take place). • Schools can purchase additional sports coaching for £150 per sport for five x one-hour coaching sessions; or £250 for 10 x one-hour coaching sessions (this can be split across two different sports). • If space for sport is an issue within your school then please contact a member of the Medway Sport Team as we might be able to assist with a discounted rate for using a Medway Council-run sports facility nearby.

Mini Youth House Games

HOUSE

As part of the Mini Youth Games 15 year-anniversary celebrations, Medway Sport is offering to organise Mini Youth House Games events for individual primary schools.

The Mini Youth House Games will allow even more primary school pupils from across Medway to experience the benefits of taking part in a Mini Youth Games-style event. These events can take place on the school site, or alternatively we can help you find a more suitable sports club or facility nearby. The package – which will be chargeable - will be completely bespoke to individual schools, giving schools the freedom to sign up for just one event or a number of events within a format that best fits their school needs.

The Mini Youth House Games could be used for: • Internal house games between different classes in a variety of sports • Two or more schools joining together and entering multiple teams to hold their own smaller MYG-style event. • As part of a school’s sports day. • To cover a staff training day that allows pupils to still attend school. Mini Youth Teacher Training Workshops Mini Youth Teacher Training workshops are a chance for primary school teachers to learn more about the Mini Youth Games sports and improve their skills in preparing a team for a particular MYG event. Mini Youth Teacher Training workshops can be booked as a twilight session taking place after school on a school site, lasting for approximately two hours.

A Mini Youth Teacher Training course will include: • A briefing on the rules of that particular MYG sport. • Examples of different skills and drills a teacher can use to help prepare a team for an MYG event. • An electronic and paper resource detailing all of the skills and drills covered in the training. • We can also visit your school prior to the workshop to evaluate the space that is available to you and adapt the skills and drills to best fit your school. There is no limit on the number of teachers a school can place on a course and a school can link with another primary school(s) to share the training and split the cost of a course.

The cost of each Mini Youth Teacher Training workshop is £150 per sport. Alternatively, schools can opt to hold three workshops in a single day for the discounted rate of £350 (saving £100). Medway Council sports centre offer Medway Council is offering a special rate to all Medway primary schools keen to use one of its leisure sites for PE lessons. New for 2013/14, a special hourly rate of just £10 is available to primary schools at the following sites: • Medway Park athletics track and infield* • Deangate Ridge athletics track and infield, and football pitches* Kicks Soccer Centre’s 3G football pitches at Strood Sports Centre are also available at £10 per hour for one x 7-a-side pitch or two x 5-a-side pitches. This offer is only available between the hours of 9am and 4pm weekdays. Medway Sporting Academy The Medway Sporting Academy identifies and nurtures Medway’s most talented young sports people. Aimed primarily at children aged between 10 and 13, the Academy provides a structured environment to develop the core skills and knowledge of our future sporting stars. Schools nominate their most promising pupils to attend a qualifier event each June, where they are rigorously tested in core skills such as speed, agility and coordination. Around 80 students are selected from the qualifier to attend regular intensive coaching sessions, working on areas such as hand-eye co-ordination, agility, balance, flexibility and nutrition - complementing the coaching they get in their chosen sports through local clubs. Academy athletes are also invited to sport-specific camps, where national governing bodies can identify athletes who show potential in their particular sports. When athletes graduate from the academy coaching structure and progress in their sports, they continue to receive support from Medway Sport. This includes access to funding and workshops, discounted sports therapy through the University of Kent’s Sports Ready clinic, and Medway Park gym membership.

General rules Applying to all MYG events 1a Each child must currently be attending a Medway primary school in Year 4, 5 or 6. Schools are not permitted to bring children from Year 3 or below. Any children participating from these years will not be allowed to take part and the school could be expelled from the tournament. Private schools based within Medway are also allowed to enter the Mini Youth Games series and do not qualify for Night of Champions events, but will have to pay an entry fee of £50 per event. 1b External schools (from outside of Medway) can also enter each event. However, their entry will be reviewed on entry deadline day. If the tournament is at capacity with Medway schools then the external school(s) entry will not be accepted. If the external school(s) entry can be accepted they will compete on the day as a guest school. Therefore, they can win prizes on the day, but do not receive points in the overall MYG series. All external schools will be charged £50 per event to take part.

2 Teachers are encouraged to maximise participation, giving as many children as possible the opportunity to participate throughout the year. All events are mixed with boys and girls playing together.

3 Certificates and medals are awarded to all participants. The winning school, and those taking second, and third positions will receive medals and shields. The highest placed small school will also receive a shield for their school. The Fair Play winning school will receive a shield and a sports equipment voucher for the school.

4 All tournament formats will be designed to maximise participation (e.g. round-robin competitions) unless otherwise stated in the sport-specific rules (international tournaments may have a bearing on individual events). If your school enters an event and then pulls out after the closing date, the school will be fined £50 for late withdrawal.

5 Teachers may be required to umpire/referee matches, together with volunteer students and coaches.

6 Teams should arrive on time, with appropriate kit, ready to play. 7 Teachers are at all times responsible for the safety and behavior of pupils and affiliated spectators.

8 Staff and officials should be treated with respect at all times. Many are volunteers giving up free time to enable events to take place. 9 All issues relating to staff should be taken up discreetly with a member of the Medway Sports Team.

10 All decisions made by organisers and officials are final. 11 An official photographer may be present at events and photographs taken may be used in future promotional materials.

12 Parents, carers, coaches, official photographers and volunteers need to gain authorisation from the event organiser on the day to take photographs and use video equipment (this includes both cameras and mobile phones with the camera facility). Registration should take place as soon as the event commences; this is for child protection purposes.

13 If for any reason the event has to be cancelled, the school office will be contacted on the day by 8.45am. The event will then be rescheduled for the following week on a day convenient to the organiser, facility, volunteers and infrastructure. Any rescheduled Mini Youth Games event will only remain an MYG series scoring event if 50 per cent or more schools from the original entry can still take part.

14 If a school misses the strict 1pm entry deadline they will be placed on a reserve list. The reserve list will only be used to replace schools that drop out of an event (with sufficient notice for the Medway Sport Team and school). Detailed rules for the specific sports will be circulated prior to events and are available upon request. All rules are taken from recognised governing body guidelines and sometimes adjusted for mini-versions of games.

Fair Play Charter 2013-14 1 All schools that enter any one event in the Mini Youth Games’ programme are automatically signed up to the Fair Play Charter.

2 All schools must abide by the Fair Play Charter in an attempt to encourage safe practice, foster good sportsmanship and encourage a spirit of co-operation and friendly rivalry.

2a All participants, teachers, parents and other school supporters must abide by the decisions of the referees, umpires and tournament organisers, including school volunteer students. 2b All participants, teachers, parents and other school supporters must respect their opponents, referees/umpires and tournament organisers irrespective of winning, losing or drawing.

2c All participants must foster a positive spirit of competition and not a win at all costs attitude. 2d All participants should be encouraged to work well as a team and strive to obtain a Fair Play Award at all events entered.

3 If a participant, school team, teacher, parent or associated supporter is constantly encouraging bad sportsmanship whether during a game, in between games or regularly at several events, the following action will be taken:

Firstly The school will receive a verbal warning at the event, and the school will be written to after the event to explain the action taken.

Secondly The school will receive a yellow card booking. This is a strong warning that will be kept on record for the whole of that academic year.

Thirdly With the next offence, the school will receive a yellow card booking and points deducted from both the overall league and fair play league.

Finally If the school, after receiving two yellow cards, continues to abuse the Fair Play Charter, they will receive a red card. This means that they will be suspended from participating in the next three MYG events (these can be in different academic years).

Entry deadline procedure MYG brochure is distributed to all primary and junior schools at the beginning of the academic year. This brochure contains dates, venues, and a set of rules for each event.

MYG entry form will be distributed at least two weeks before the registration deadline date. An entry form is required for each event.

MYG entry form(s) to be returned before closing date. There will not be a reminder telephone call for any event.

The entry form(s) must be returned by 1pm on the closing date. If the form or a faxed copy does not arrive to the Medway Sport team office by this date your school will not be entered. With the exception of swimming, children’s details are not required by the closing date, but we do need the names to be submitted before the event. It is your responsibility to ensure that the entry form has been sent (please keep a copy of your fax confirmation sheet as proof).

A confirmation receipt email will be sent to the school office after the closing date. A confirmation email will also be sent to the PE coordinator’s address, if we have that information.

A confirmation entry pack will be sent out five days before the event.

If your school attends on the day without submitting a form, receiving a confirmation fax or email, or receiving a confirmation entry pack, your school will not be able to take part in the event. In addition, if your school enters an event and then pulls out after the closing date the school will be fined £50 for late withdrawal. Medway Sport team understand that this will be disappointing for the participants, but this system must be put into place.

A reserve list will be kept, should your school have missed the deadline. The reserve list will only be used to replace schools that drop out (with sufficient notice for both Medway Sport and the school).

Equipment rules • Size 4 rugby balls will be provided for the festival. • Each team must provide their own set of tag rugby belts. • Teachers should ensure that all players are wearing appropriate footwear for a grass surface.

Playing rules • A free pass, from the centre of the pitch, is used to start the match and to restart the match after a try is scored. • A free pass will be awarded to the non-offending team for a knock-on or forward pass. There is no kicking at any one time.

• If the ball, or the player carrying the ball, goes over the sideline, a free pass will be awarded to the non-offending team to re-start the game. • At free passes, the defending team must retreat seven metres from where the ball is being played. Players cannot start moving forward until the ball leaves the hands of the player taking the free pass. • Players must always have two tags affixed to their belt whilst taking part in the game. The belt is worn on the outside of the clothing and shirts should be tucked in. • A tackle is made by removing one of the two tags from the ball carrier. NOTE: The defender then holds the tag above their head. The defender cannot snatch the ball. When the ball carrier is tagged, the ball must be passed to a team mate within three seconds. The ball carrier should attempt to stop as soon as possible – within three strides is a reasonable guide - but the ball can be passed in the act of stopping. However, players are only allowed one step to score a try after being tagged. • The attacker can dodge defenders but cannot fend off or guard tags in any way. The attacker must then pass the ball immediately. Ball carriers should hold the ball in both hands at all times so that they do not have a free hand which could be used to fend off or shield. • Immediately after the pass, the defender must give the tag back to the player and not throw the tag on the floor. The defender can then rejoin the game. The tackled player can only take further part in the game once he/she has both tags back in place. • When a tackle is made, the defending team must stay on their goal line side of the ball and not interfere with the pass (i.e. stay onside). A free pass is awarded against any player offside. When a tackle is made, the defending players must retire seven metres away from the ball on a line parallel to the goal line. • Each team will have six tags to score a try. After the sixth tag is made, possession of the ball passes to the opposing team.

Behaviour rules • Teachers are at all times responsible for the behaviour and conduct of children and supporters. • Staff and officials should be treated with respect at all times. • Referees’ and organisers’ decisions are final and should be accepted at all times. • A Fair Play Award will be made to a deserving school where children have played well as a team and have displayed good sportsmanship.

• All players must wear shin pads. • Teachers should ensure that all players are wearing appropriate footwear. It is advisable that children do not wear smooth soled trainers or football boots as they will be playing on Astroturf. No metal studs allowed. • Sticks should be standard regulation wooden hockey sticks of suitable length. Uni-hoc sticks shall not be used.

Playing rules • The game is started with a hit or push taken from the centre of the centre line. It follows the umpire’s whistle at the commencement of play in each half of the game and after a goal has been scored. • The taker can use a self-pass. The pass must involve two very distinct actions (i.e. the

taker must first tap the ball forwards, sideways or backwards and then play it a second time either to pass it or dribble it). There will be no goalkeepers. The push pass will be the main pass used throughout each match. A slap or sweep where the head of the stick remains in contact with the ground throughout the shot is acceptable. Hitting will only be allowed for free hits. The ball must be played along the ground at all times. Goals will only count if the ball has been played by or is deflected off of an attacker’s stick while the ball is in the scoring area. There will be no penalty corners or penalty strokes. For a deliberate foul or illegally stopping a goal scoring opportunity by the defending team in the scoring area, a free hit maybe awarded from the penalty spot at an undefended goal. Corner free-hits will be awarded for all accidental fouls or if the ball is accidentally played over the back line by a defender and the hit will be taken on the sideline, three metres from the corner. Free-hits can be awarded to a defender if the attacker fouls another player or the ball goes over the back line and was last touched by an attacker. The free-hit may be taken by the defender in line with the top of the hockey shooting circle. When a free-hit is being taken, all players, other than the striker, must be five metres from the ball. Free-hits are to be taken close to where the offence occurred. The self pass rule can be played at any free hit. Players must try to avoid making deliberate contact with the ball carrier’s stick or body when making a tackle.

Badminton Rules General rules • All general MYG rules apply, including deadline procedure. • Durations of the game will depend on number of entrants.

Squad rules • A squad shall consist of a maximum of eight players, four boys and four girls. You will need a minimum of three boys and three girls in order to participate. • This is a team event and includes boys, girls and mixed doubles events, with different players to be used in each game. Players must rotate after each school match (three games).

Equipment rules • Badminton equipment will be supplied for the tournament. • Standard synthetic shuttlecocks will be used. • Participants are welcome to use their own rackets, strung rackets, length according to size and strength of player. • Schools that require equipment before the event should contact Medway Sport team or Medway Badminton Association and equipment will be loaned out.

Playing rules • Games will be played on a standard doubles size badminton court (outside tram lines all round during open play). • The service box width will be denoted by the outside tram line, and length by the front service line to inside back line. • Service must be aimed at the opposite diagonal half of the opponents’ court. • Service is underarm only and must be served from below waist height. • The server serves from the right service court and then the left. The receivers do not swap positions. • If the serve does not fall in the appropriate area or hits the net then the serving team loses that point. There is no second attempt at that serve. • Each player will serve for two points regardless of which team wins the point, serving from the right and then the left service court. The serve then passes to the opposing team and so on. • The service passes consecutively to the players (i.e. Team 1 Player A, Team 2 Player A, Team 1 Player B, Team 2 Player B, Team 1 Player A and so on). • There will be no changing ends half way – play will be continuous. • Three games are played within each school match on a first to 11 points basis

However, the teachers in charge of the respective teams may need to umpire games. Where two games between the same schools are taking place at once (i.e. girls and mixed doubles between the same schools) the two respective teachers should umpire a game each.

Equipment rules • Teachers should ensure that all players are wearing appropriate footwear (i.e. smooth soled trainers). • Children must arrive in PE kit and be ready to play. Games must start on time. • Basketballs will be provided for matches (size 5). • Age group: Year 4/5/6.

Playing rules • Each game will start with a jump ball. Teams not on court for the jump ball will result in no points for the game. This is at the discretion of the court officials. • Tied games will result in one point for each team. Winning teams will receive three points, losing teams will receive no points. • Man-to-man defence must be played at all times. • Games will be played on full size basketball courts and hoops – schools will score one point if the ball touches the rim, two points for a standard hoop and three points for a hoop scored from outside the three-point line. • Referees and officials will call fouls. Their decision is final. • All foul shots will be taken out on the side lines (no foul shots). • There is no limit to team fouls in each game. • Event organisers will have the final say on any disputes.

• All swimmers start in the water holding the rail or side of the wall, with one or both hands. There will be no diving. • When the referee is satisfied everyone is ready, he shall give a single, long whistle blast. On a second long whistle blast from the referee, swimmers shall take up their starting positions at the end of the pool. On the starters’ command “Take your marks”, swimmers shall take up the starting position in the water. When all the swimmers are stationary, the starter shall give the starting signal. • Swimmers are not allowed to put their feet on the floor during the races, specified time penalties will be added. There will be no disqualifications. • In the team medley and freestyle, a competitor taking over from another swimmer in the team, must have a hand or hands touching the starting place at the wall. Hand or hands that have lost touch with the starting place will result in disqualification.

Services will be played in sequences of two services per person, taking it in turns to serve. • If scores in a game reach 10-10, then the next point wins the match (i.e. 11-10). • The result of these six games will decide the overall match winner. Schools will receive three points for winning a match and one point for a draw. • After all matches have been played if schools are tied, positions will be decided on leg difference then points difference. • Teachers may be required to umpire matches as there will be limited volunteer umpires. • Please ensure pupils do not wander or walk into playing area when another match is in progress for safety reasons. Players need to wait until the point has been finished before walking into another playing area to fetch their ball.

• All players must play in three of the different playing areas throughout the period of the tournament. Areas are: shooting, defending and centre. • Obey the footwork rule. • One jump to intercept the throw or shot is permitted provided that the player is at least one metre away and that the arms are not outstretched prior to the throw. Jumping up and down in front of a player is not permitted. • A player must pass or shoot within four seconds of receiving the ball. • A player may not: - deliberately kick the ball, - bounce the ball more than once, - hand or roll the ball to another player, - place their own hands on a ball held by an opponent, - throw the ball while sitting/lying on the ground,

• If a ball bowled bounces more than twice before reaching the batsman, or if it reaches the batsman above shoulder height without bouncing, it will be deemed a no-ball. Deliveries which are deemed by the umpire at the bowler’s end, too wide for the batsman to reach when in normal stance position, shall be called a wide (if a batsman makes contact with a wide ball, it cannot be called a wide). • Two runs are added to the batting team’s total for each wide and no ball bowled. • A batsman cannot be given out in certain ways playing a no ball - bowled, caught, stumped or hit wicket. However, a batsman can be run out after playing a no ball. • Players on the fielding team do not need to rotate positions. Fielders, unless they are behind the wicket on the off-side (e.g slip, gully) must be a minimum of eight metres from the batsman until the ball is played. These distances and positions are safe. • The team with the highest number of runs wins. In the event of a tie, league positions are decided on runs difference and then on wickets lost.

• There is no offside rule. • A centre kick will be taken at the start of the game (started by toss of a coin). Two players will take kick-off, the ball is live once the first player rolls forward (i.e. players can shoot once the ball is live). • A free kick is awarded to the opposing team if a player commits any offence in a manner considered to be careless, reckless or using excessive force. All free kicks are direct. • Opponents must be at least 4.5 metres from the ball for free kicks, corners and start of play. • A penalty kick is awarded if a player inside his or her own penalty area commits any offence, provided the ball is in play. • Players who are disrespectful to the referee or opponents, or acting in a manner deemed unsporting/reckless will be asked to leave the field of play and shall not return for the rest of that match. Substitutes are allowed to take their place. • Throw-ins and corners will be taken as in a normal 11-a-side game. • Goalkeepers cannot pick the ball up if it is passed back to them by one of their team-mates. If so a penalty will be awarded to the opposing team (this includes throw-ins that go direct to the goalkeeper). • Goalkeepers have six seconds to release the ball and goal kicks are to be taken from within the goalkeeper’s area. • In the knock out stages of the competition, drawn games will go straight to penalty kicks to decide the winner. Best of five penalties and then sudden death rules applies if needed. • Only the seven players that were on the field at full time can take the initial penalty kicks. If more than seven penalty kicks are needed to decide a game, the substitutes will then be used to take penalty kicks. If the game is still undecided the cycle can begin again until a team wins. • You can swap your goalkeeper for the penalty shoot out at the end of full time. However, you can only swap the goalkeeper with one of the six outfield players that were on the pitch when the game ended. You cannot swap your goalkeeper with a substitute after the final whistle.
