Towards development of agricultural research A strong national economy is an essential factor for the emergence of a peaceful, modern and developed democracy and development of the agricultural sector plays a vital role in strengthening the national economy. Therefore, agricultural research is very important to development of the agricultural sector, the main pillar of the national economy. The Government has established Agricultural Research Department so that research on agriculture can be seriously carried out. Prime Minister General Khin Nyunt on 28 August visited Agricultural Research Department under the Ministry of Agriculture and Irrigation in Pyinmana Township. In his meeting with responsible personnel at the meeting hall of the Seed Bank in Yezin, Prime Minister General Khin Nyunt said that, as Head of State Senior General Than Shwe has given guidance on the cultivations of ten major crops, Agricultural Research Department will have to do a lot of research to translate the guidance of the Head of State into reality. Now, in accordance with the guidance of the Head of State, Agricultural Research Department has been conducting research in all seriousness. Owing to the establishment of Agricultural Research Department, it is possible to conduct various research on agriculture in one place and to modernize the research work. As it is necessary for responsible personnel to render assistance, Agricultural Research Department will have to not only provide quality strains but also disseminate modern cultivation methods to farmers. Moreover, researchers will have to continue research work on quality strains that can earn foreign exchange and preserve the country’s original species of crops. Agricultural Research Department is now taking all the necessary measures to carry out research on genetics of plants, species, and cultivation of maize, edible oil crops, beans and pulses and industrial crops. We would like to call on agricultural experts and researchers to do more research work so that they will be really able to contribute to the development of agriculture, the main industry of the nation.

Myanmar-Saudi diplomatic ties established YANGON, 1 Sept — The Union of Myanmar and the Kingdom of Saudi Arabia, desirous of establishing friendly relations and mutually beneficial cooperation on the basis of the principles of the Charter of the United Nations and norms of International laws in accordance with the Vienna Conventions on Diplomatic Relations and on Consular Relations, have decided to establish diplomatic relations between the two countries at Ambassadorial level with effect from 25 August 2004. The agreement to establish diplomatic relations between the Union of Myanmar and the Kingdom of Saudi Arabia was signed by the Ambassadors of the two countries in New York on 25 August 2004. — MNA

Minister for Religious Affairs Brig-Gen Thura Myint Maung gave a speech at the meeting where participants discussed arrangements for the convenience of the association — the Dhammaland Foundation to Support the World Daen Mahamongkol — of Kachanaburi, Thailand, to make donations for the monks and nuns in Myanmar. Dr Myint Thein wins Asian Veterinary Science Prize, Hill’s Award YANGON, 31 Aug—The Annual General Meeting for 2004 sponsored by the Asian Association of Veterinary Schools was held in conjunction with the paper reading session at the Sunway Lagoon Resort Hotel in Kuala Lumpur, Malaysia, on 23 August. Professor (Head of Department) Dr Myint Thein of Surgical and Reproductive Science Department of the University of Veterinary Science under the Ministry of Livestock & Fisheries attended the meeting and presented a research paper on test-tube baby calf. The association chooses and awards the best three resource persons. This year also, two papers presented by experts from the Republic of Indonesia and Malaysia, and one paper presented by Dr Myint Thein of Myanmar have been chosen as the best papers. Oil attacks hurt Iraq badly

BEIJING, 31 Aug— China, the world's biggest exporter of mobile phones, saw a 104.9 per cent increase in the value of its mobile phone export, which stood at 7.15 billion US dollars in the January-July period this year, the Ministry of Commerce said Monday. The country exported 73.41 million handsets during the period, up 55.9 per cent year on year, and 94 per cent of the cell phones were exported by means of processing trade. Producers of the exported handsets are mostly joint ventures with companies. Motorola, Siemens, Nokia and Ericsson accounted for 66 per cent of GSM mobile phone units exported. Home-grown GSM mobile phone companies exported only 4 per cent of the total GSM handsets. China's cell phone exports cover 99 countries and regions worldwide. The United States, Hong Kong, Germany and Singapore are the four largest markets, occupying three quarters of the total export. The rapid growth in cell phone export resulted in a surplus of 6.3 billion US dollars in the seven months, up 270 per cent over the same period last year. UAE cement sector hit by surge in global coal prices ABU DHABI, 30 Aug — The cement sector in the United Arab Emirates (UAE) is affected by a recent surge in international coal prices, the local Khaleej Times reported here Friday. Sources from the sector said global prices for coal, which is used in the cement manufacturing process, have registered a 14-per-cent increase in the last three months, soaring to 90 US dollars per ton against 77 dollars per ton earlier, the newspaper reported. Those who daren’t show their face — 59 Pauk Sa It is a common knowledge that the foreign radio stations — the BBC, the VOA, the RFA, and the DVB — that are under the influence of neo-colonialists, are airing daily news reports, letters to the editor and interviews, which are slandering Myanmar and her Government. They are also broadcasting special news reports in commemoration of the occasions which they said were meaningful, just to discredit Myanmar. The radio stations are grieving tearfully over the sudden end of the anarchy of the 1988 unrest, and the VOA aired a crazy interview with a person by the name ‘U Win Naing’ about the matter in a four-part series on 5 and 6 August 2004. I will now present only the summary of the interview. According to the analysis of U Win Naing, the 1988 unrest failed because of the lack of both individual and collective leadership, as well as the military’s ruthless acts to crush it. In addition, he said that not any of the foreign nations had provided any assistance for the uprising; that only some of the embassies provided only a small token of assistance, instead of giving a substantial help. Finally, he said in a sorrowful voice that because of those situations, the four-8 unrest was ended in a total failure. How ridiculous the interview was for all the people of Myanmar? The basic cause of the failure of the four8 disturbances, or in other words, the anarchy created by the destructionists from inside and outside the country and political opportunists, who were so-called democracy activists, was none other than the acts to grab power through short cut. When the anarchy started to rule the whole nation, the so-called democracy leaders tried to form a parallel government to vie with each other for power. Other socalled democracy leaders who were behind the scene, began to attack and slander the so-called members of the illegal parallel government, with the newspapers of poor quality published by their own groups. And all sincere efforts to make them united failed because of their craze for power. Later, the disturbances become more violent, for rebellious demonstrators formed strike camps and

The Prime Minister heard reports on education, health, agriculture, livestock breeding sectors, afforestation, development and transport tasks by officials and fulfilled the requirements. The Prime Minister in his speech said that the purpose of his tour was to fulfil the requirements for development of Yedashe Township. In the previous tour of Yedashe Township, he also attended to the need for regional development. At the present ceremony, in response to the reports by the officials, he had attended to the requirements for raising the education and health sectors as well as regional development through coordination. In this regard, respective departmental officials, townelders and people on their part are to make concerted endeavours for regional and national development. Departmental officials and the entire people are to make combined efforts to achieve success in building the three fundamental requirements essential for national development. The first fundamental requirement is to ensure stability, peace and prevalence of law and order. Only when there is community peace and tranquillity and prevalence of law and order, will the State’s administrative machinery be effective over the nation and can development projects be implemented in a systematic way. In the past, peace and stability could not be restored in Bago Yoma mountain range region and its environs including Yedashe Township owing to armed insurgency. But now peace and stability has been restored, so township level departmental officials are to make field trips down to rural areas to organize local people by fulfilling the requirements in order to win their enthusiastic participation for ensuring prevalence of law and order. The second fundamental requirement is to build economic foundation and to ensure strong economy of the State. Economic infrastructure for rural regions and townships and regional economic standard depend much on the correct management of township level departmental officials. The departmental officials engaged in the sector of agriculture and livestock breeding, fundamental businesses of rural people, are to take a leading role and to attend to their needs. Based on interrelation, departmental officials and local people are to be united in carrying out the tasks to boost productivity and to further strengthen the regional economy and to elevate the living standard of local people. Adhering to the concept that with equitable development of all parts of the Union, national solidarity can be strengthened more and more, the government has been implementing different development projects including the five rural development tasks across the country. Government paying serious attention not only to economic development but also to long-term development of people
Thephyu Dam—163rd in the country— opened YANGON, 31 Aug— A ceremony to open Thephyu Dam built on Thephyu Creek to the north-west of Yebyayoe village, Lewe Township, Yamethin District in Mandalay Division by Construction-5 of Irrigation Department under the Ministry of Agriculture and Irrigation was held yesterday morning, attended by member of the State Peace and Development Council Lt-Gen Ye Myint of the Ministry of Defence. Also present on the occasion were Mandalay Division PDC Chairman Central Command Commander Maj-Gen Ye Myint, Minister for A&I Maj-Gen Nyunt Tin, senior military officers of the Central Command, officials of SPDC office and Irrigation Department, division-level departmental personnel, local authorities, members of social organizations, local people, band troupe and pom pom troupe totaling 8,000. In his address, Lt-Gen Ye Myint said that Thephyu Dam will benefit 500 acres of sugarcane and 700 acres of paddy field. Moreover, the dam will be able to irrigate other farmland through Yeni, KyaukOho diversion weir, he said. Water for agricultural purpose is scarce in most of the townships in Mandalay Division and farmers had to rely on rain to grow crops, he said. Therefore, with the aim of raising the living standard of locals and ensuring water for both agricultural purpose and household use, dams and reservoirs have been built, river water pumping projects and underground water tapping projects implemented in the regions including Mandalay Division where water is scarce, he stressed. Lt-Gen Ye Myint continued to say that at a time when all-out efforts are being made for national development based on the agriculture sector, water resource is being pooled for agricultural development. Increased use of water resource is important to greening environs and raising the socio-economic life of the people, he said. Altogether 42 dams and reservoirs including Thephyu dam have been built in Mandalay Division and these facilities benefit over 334,000 acres of farmland, he elaborated. The government spent 10,067.61 million kyat on building these irrigation facilities, he said. Moreover, 70 river water pumping stations have been built in Mandalay Division to irrigate over 53,686 acres of land and nine river water pumping projects which are under implementation will be able to supply water to 66,700 acres of land in the near future, he said. In the whole country, there are now 163 dams including Thephyu Dam, he said. Lt-Gen Ye Myint quoted Head of State Senior General Than Shwe as giving guidance that dams and reservoirs are being built throughout the country for agricultural development and thus farmers, on their part, are to effectively use the water supplied by these dams for food sufficiency and regional development. In accord with the guidance, Lt-Gen Ye Myint said, efforts are to be made by using water supplied by the dams for regional economic development and national development. In implementing water supply tasks in the arid zones where water is scarce, the government is paying serious attention not only to economic development but also to long-term development of local people, development of the agriculture sector, raising the living standard of locals, greening environs and other consequences, he said. As ways and means are being sought to supply water, the government, hand in hand with the people, have been able to implement such tasks as forest conservation, afforestation, establishment of firewood plantations and using wood-substitute fuel successfully, he said. He continued to say that 12 per cent of national economy was contributed by Mandalay Division in 2003-2004 fiscal year and the economy of the division plays a vital role for the State’s economy. He urged the local people to effectively use the infrastructures built by the State in Mandalay Division for the division to become a region that will be able to contribute much towards the economic development of the State. He also urged them to pay serious attention to greening environs and forest conservation. The government is striving for equitable development of all regions in the country, he said. He quoted Senior General Than Shwe as saying that if the government is striving day in day out in the interests of the people; if the Tatmadaw is not only performing its national defence duties but also serving in the interests of the people and if the people, on their part, are participating to their capacity in the nation-building tasks, the nation will surely develop. In accord with the guidance, he said, farmers and service personnel are needed to double their efforts. The united efforts of the State, the people and the Tatmadaw will surely bring about equitable development of all regions in the State and she will be able to stand tall among the nations of the world. Realizing goodwill of the State, he said, all are to participate in national development endeavours and regional development tasks. Moreover, all are to participate, hand in hand with the government, in endeavours for successful implementation of the seven-point policy programme of the State, he said. In conclusion, Lt-Gen Ye Myint, on behalf of the State, honoured the officials of the Ministry of A&I and urged the local people to strive for agricultural development in the region using water supplied by Thepyu Dam and also urged them to maintain the dam. In his speech the commander said that in 2003-2004, 614,305 acres of land were put under monsoon paddy and 192,099 acres under summer paddy in Mandalay Division, that in three years period from 2004-2005 to 2006-2007, arrangements are being made to put 726,179 acres of land under monsoon paddy, that Thephyu dam is the 42nd one in Mandalay Division and that local people are to conserve forests in the watershed areas. Next, a local thanked the government for building the dam. Afterwards, Lt-Gen Ye Myint unveiled the stone inscriptions of the dam. The commander and the minister formally opened the dam. LtGen Ye Myint, the commander, the minister and departmental heads had documentary photo taken together with local people and students. Next, Lt-Gen Ye Myint and party viewed round the dam. With the total length of 3030 feet and height of 90 feet, Thephyu Dam is located eight miles from Thabyaybin village in Lewe Township to the north-west of Yebyayoe village in the township of Yamethin District, Mandalay Division. It will benefit 1200 acres of farmland in Yebyayoe, Innbin and Nyaungmotseik village tracts and it will supply water for agriculture purpose in Lewe region and contribute towards greening of environs and regional development. Romania floods kill five, damage homes, land BUCHAREST, 30 Aug — Five people died in floods which swept across eastern and southern Romania at the weekend, damaging hundreds of homes and disrupting road and rail traffic, authorities and media said on Sunday. Three children and an elderly woman in the eastern county of Vaslui drowned after being caught by swollen rivers when coming back from the fields. Officials said another woman, aged 76, was killed by swollen waters in
the south-eastern county of Tulcea. Nearly 1,000 houses were flooded in the Balkan country, with over 350 houses damaged the southern county of Constanta, the worst hit by the floods. Television images showed tourists walking waist-deep in water on the streets of Black Sea resorts and cars stuck on roads with water nearly reaching the windscreen. metre fell in Constanta over the past 24 hours, exceeding the sewage system’s capacity. Around 60 kilometres of roads across the country were covered by muddy waters and traffic had to be halted, while two kilometres of rail were deep under water. Powerful typhoon Chaba set to hit southern Japan TOKYO, 30 Aug —A powerful typhoon was poised to strike the southwestern Japanese island of Kyushu on Monday, threatening large areas of the country with strong winds and heavy rain. The storm is likely to be the strongest to hit Japan this year. Winds at its centre were gusting at up to 180 kilometre 110 miles per hour, the Kyodo news agency reported. The arrival of Chaba, whose name means “hibiscus” in Thai, coincides with the highest tides of the year, leading to increased concern about potential damage in coastal areas. In affected areas, at least three people were slightly injured and more than 600 evacuated. Over 20,000 households faced blackouts, and more than 100 were flooded. Transport was badly disrupted in southern Japan, with 275 flights cancelled, affect-
ing 19,000 people,Kyodo reported. Ferry services in southern and western areas were also cancelled. At 7 pm (1000 GMT) Sunday, Chaba was located about 160 kilometres south-southeast of Yakushima Island in Kagoshima Prefecture, moving northwest at 15 kilometre per hour. The slow speed of the typhoon is likely to mean it causes more damage, with up to 800 millimetres of rain expected in some areas over the next day. After hitting Kyushu, Chaba is expected to turn to the northeast, the Meteorological Agency said. Lack of funds blocking Brazil’s space programme
BRASILIA, 30 Aug — Insufficient funds constituted the main reason for the failure of Brazil’s space programme, which has seen three unsuccessful attempts at sending a rocket into space, the legislative commission said on Saturday. The latest failure took place on 23 August, 2003, in which a rocket that was going to send two national satellites into orbit exploded, killing 21 Brazilian experts. The commission’s conclusion echoed the opinion of Brazilian Defence Minister Jose Viegas, who admitted the shortage of funds was the root cause for the space tragedy although official report showed that the accident was caused directly by a short circuit in the rocket systems. The commission said lack of investments in new equipment, security measures and training of the personnel working on the space programme led to the tragedy. According to the government-appointed commission, the government budget on space programme was reduced to 15.3 million US dollars in 2002 from 86 million dollars in 1998. Croatia, Denmark underline power S Korea's Moon ATHENS, 31 Aug— World champions Croatia underlined their preeminence in men's handball with a 26-24 victory over Germany while Denmark's women won their third successive gold medal. Denmark prevailed in a nail-biting contest against South Korea. With the contest all-square at 34-34 at the end of two periods of extratime, the match went to a penalty shoot-out. Danish goalkeeper Karin Mortensen produced a good save with her right leg to deny Kyeong O Lim and then Pil Hee Moon fired her effort straight into the Dane's midriff. When Henriette Mikkelsen buried Denmark's fourth, the gold was won. Ukraine took the bronze on their Olympic debut while world champions France went away disappointed to come fourth. Mugabe says will never retreat HARARE, 30 Aug — Zimbabwean President Robert Mugabe vowed on Sunday he would never retreat in the face of what he called US and British Government attempts to oust him. In a speech to thousands of mourners at the burial of veteran Zimbabwean nationalist Eddison Zvobgo, Mugabe said the two countries wanted to topple his government following his seizures of White-owned farms to resettle landless Blacks. “They talk about regime change unashamedly... Who are they to us?” he said to loud applause. “It’s not going to happen in this country. There will not be regime change except through the people of Zimbabwe. They are the only ones who can bring about regime change,” he said. Mugabe, in power since Zimbabwe won independence from Britain 24 years ago, has been at the centre of a storm over charges he rigged his ZANU-PF Party’s victory in parliamentary polls four years ago and his own re-election in 2002. Mugabe said his government’s Western opponents, led by Britain, had deployed hundreds of people working under NGOs to destabilize Zimbabwe, and to try to oust him. “We are now wise, too wise to be cheated,” he said. “We shall never retreat.”.
