The APSE Network on Employment Supported Employment Institute premiered in July, 2001 at the APSE Conference with the first SE 101 – a 3-4 day training on the application of supported employment. SE 101 has returned by popular demand each year and has become an integral part of the annual APSE Conference. For individuals unable to attend the conference SE 101 series, the high quality training is available year round for front line workers, administrators, management staff, consumers and family members in this teletraining format. Each session includes a lecture and interactive time to ensure the opportunity to ask questions and dialogue with the presenter. Registrants receive visuals via e-mail prior to the session and have access to power point materials as they participate via teleconference.

Vermont’s Conversion Institute: A Time for Change… Jennie Masterson Bryan Dague On October 29-30, 2007 Vermont hosted a national conference on the conversion of sheltered workshops to community-based employment for individuals with developmental disabilities. 80 people representing 25 states were in attendance. The task of converting sheltered workshops to community-based employment can be a daunting and challenging task. But once people are included in the workforce there is no turning back. The community is the natural state for all of us, including people with disabilities. The level of exclusion in segregated settings we have maintained is no longer acceptable. This session will summarize the results of the Vermont Conversion Institute in the areas of State Leadership, Funding, Family Issues, Self-Advocates, Agency Perspective, Employer Outreach, and Federal Perspective.
Presenter Bios: Jennie Masterson is the Supported Employment Program Coordinator for Vermont's Division of Disability and Aging Services where she works with the Vermont provider network to expand the capacity for integrated employment for youth and adults. Jennie's experience includes being a sheltered workshop manager, working as a VABIR job developer for clients of Voc Rehab, and working as a Supported Employment job coach/ job developer and Program Manager. Jennie has also been a Quality Services Reviewer of provider agencies for the State of Vermont and an integral part of the conversion efforts in the state of Vermont. Bryan Dague has been employed at the Center on Disability & Community Inclusion at the University of Vermont for the past 15 years providing training and technical assistance in the areas of supported employment and transition. In 2006, Bryan earned his doctorate in Educational Leadership and Policy Studies from the University of Vermont. His dissertation entitled “Sheltered Employment, Sheltered Lives: Navigating the New Realities of Community Employment” focused on the last sheltered workshop in Vermont and the impact the conversion had on the families and participants. Bryan has been involved in the conversion of sheltered workshops to community-based employment in Syracuse, NY as well as Vermont.

Session Description There is a strong sentiment among people who have been involved in the field of supported/customized employment that the time is right for actual public policies that make employment the first option for people with disabilities (Employment First). Hear how three states (Indiana, Georgia and Minnesota) took the initiative to begin the discussion of employment first and followed up with actual steps toward crafting a shift in public policy. You will learn how each state used a slightly different approach to employment first, what steps they took and how they are continuing their initiatives. You will also discover how state APSE chapters can play a leadership role in making employment first a reality. Presenter Bios Under development
