Vulcan Meeting – Wednesday, November 25, 2009 Talking Points General Through a value engineering process we are considering an alternate north portal design. This design would surface on Sixth Avenue as opposed to the previously reviewed design that surfaced on Aurora Avenue/SR 99. Because of the proposed change in alignment and construction detour, fewer properties would be impacted. However, with this potential new design, we would potentially affect your property on Sixth Avenue and Harrison Street. What are the differences between the north portal options? The north portal options, as previously reviewed with you and the north portal working group, required a detour throughout construction (approximately 4 years) to the west of SR 99. This new option would require less total disruption and construction would be limited to approximately 2 blocks between Thomas and Republican streets and between SR 99 and Sixth Avenue. Additionally we could save money by building a detour that will eventually become part of the portal. What’s Next? We will review and take comments on this updated option at the north portal working group meeting next week (Dec. 2 at the Seattle Aquarium). This option will be included in the second Supplemental Draft Environmental Impact Statement. Both options for the Sixth Avenue extension are anticipated to be included in the SDEIS. What’s next in terms of ROW? Through the EIS process, a preferred alternative would be selected in the Record of Decision. If the proposed bored tunnel is the chosen alternative, the ROD would serve as confirmation that your property is needed in order to build the tunnel. The ROD is expected to be released spring 2011. We would need to take ownership of your property by the beginning of north portal construction (scheduled to begin in May 2011).
